Implementation of new elements in the scientific research management system at the National Transport University (on the results of the implementation of the Ukrainian-German project «Development and Dissemination of a Concept Fostering the Integration of Research, Education and Innovation at the National Transport University»)

According to the results of the analysis of the existing system of research coordination, innovation and technology transfer in the NTU and relevant structures of the University of Paderborn (Germany) and justification of the feasibility of changes in the structure of the National Transport University during the implementation of the project «Development and Dissemination of a Concept of Fostering the Integration of Research, Education and Innovation at the National Transport University, Kiev (CIREI)» it was proposed by the Transport University (Ukraine) and the University of Paderborn (Germany) to create the following structural divisions within the structure of NTU: the Research Council and the Center for Research Support.

The research council works on a voluntary basis, is appointed by the order of the university rector. The council consists of the vice-rector for scientific work, the heads of profile departments, representatives of all faculties, a representative of students, a representative of the center for research support.

For effective work, the research council creates a research fund and manages its use. The research council is headed by one of the leading university scientists elected by members of the council. They elect a research council for a term of three years.

The research support center should act as a support unit for all university researchers and belong to the university administration.

This subdivision is subordinated to the Research Council (in relation to its professional tasks) and vice-rector for scientific work (on disciplinary matters).

State of investment security of the transport industry of Ukraine

The article investigates the state of investment security of the transport industry for 2010–2016 and determines the factors for its strengthening. The activation of external and internal investment resources using is the main factor both in accelerating structural transformations in the transport sector and in economic development as a whole due to the growth of investment activity in complementary types of economic activity.

The object of the study is the transport industry and the level of its investment security.

The purpose of the work is to determine the state of investment security of the transport industry in Ukraine, including for the development of proposals for its strengthening.

Method of research – statistical analysis, economic analysis, the method of integral assessment.

Results of the article. In the article, the dynamics of capital investments by type of economic activity "Transport, warehousing, postal and courier activities" and for its subspecies is investigated. The adaptation of indicators that characterize the level of investment security at the macro level to meso level is implemented: the share of capital investments in gross value added; degree of deterioration of the industry; ratio of the value of fixed assets introduced to the volume of capital investments in the industry; ratio of the growth of foreign direct investment in the industry to gross added value. Analyzing each of these indicators for the correspondence of the optimal values, a mechanism was developed for an integrated assessment of the state of investment security based on the method of fixing the balls. On the basis of the conducted research it is proved that, although the transport system is a significant and important segment for the country's economy, the state of investment security is mainly on a critical level. Among the determinants of strengthening the investment security of the industry, assistance is provided for the development of a competitive environment and denationalization or the activation of public-private partnership.

Forecast assumptions on the development of the research object - the search for new methods for calculating investment safety at the industry level.

The problems of preferential transport and possible solutions

The article deals with the main problems of the system of privileges in Ukraine, the experience of foreign countries in reforming the system of privileges. The strategic priorities of improving the system of privileges and possible alternatives to the solution of the problem of privileged transportation are proposed.
Object of research – system of privileges in Ukraine on various types of transport.
The purpose of the study is to determine the possible directions of alternative options for solving the problem of preferential transportation and to improve the system of privileges in Ukraine on various modes of transport.

Methods of research – methods of economic, system and comparative analysis.

On the basis of the analysis, it was proved that the state support of the socially unprotected sections of the population in Ukraine is one of the elements of social policy, which was initiated and implemented by the leadership of the country. Taking into account the current trends of the state development, as well as world experience, alternatives have been proposed to optimize the mechanism of social support in order to create a more efficient and effective system of social protection of vulnerable categories of citizens.
Forecast assumptions about the development of the research object – the proposed system approach to alternative options to address the problem of preferential transportation and the introduction of this system is a timely large-scale preparation of society for the perception of these reforms and the obligation to preserve the principle of social justice in obtaining certain benefits by all members of society.

Purpose of study – improvement of the conceptual approaches to the formation of strategy for the development of the system of chambers of commerce and industry in Ukraine.

The key factor for successful integration with the EU is the ability of the country, its economy and business to a complex of proactive actions for the withdrawal of their own goods and products to new markets and ensuring the growth of the percentage of added value in the final cost of goods, beginning with the establishment of communication – the search for new partners, the re-equipment and development of enterprises, the introduction of European technical standards and ending with transparent and effective corporate governance practices. Under such conditions, the system of chambers of commerce and industry of Ukraine assumes the role of the driving force for changing the economic trend towards growth, facilitating the preparation of domestic enterprises for the most productive integration process. For this, the system of chambers of commerce and industry in Ukraine needs to remain a progressive network of organizations for more effective support and development of the business environment.

The problems of renewal of fixed assets of road enterprises

Road industry enterprises cannot function without fixed assets. Sufficient attention must be paid to the management of the fixed assets. The analysis of the financing pattern and using of fixed assets is vital for the operation of the enterprise. Efficient use of fixed assets depends on their condition and timely update.

The purpose of the study is to study the problems of renewal of fixed assets of road enterprises to further substantiate the need for their updating.

Methods of research – method of abstracting, analysis and synthesis, induction and deduction, system approach.

The work focuses in the needed to update the basic facilities of road enterprises, which is caused by the physical and moral depreciation of fixed assets. There are three forms of recovering fixed assets. The most effective is an intensive extended recovery, but at the same time - the most expensive. Therefore, before choosing a form of recovering fixed assets, it is necessary to analyze the existing fixed assets, determine the need in fixed assets, and financial support in the renewal of fixed assets.

The renewal of fixed assets is one of the factors of successful function of a road enterprise. The need for such measure is conditioned by the existing fixed assets, as well as the importance of the development of the road sector as a whole.

Managing the profit of an enterprise in the current economic conditions

The article proposes the use of a systematic approach in introducing a set of tools for managing profits at enterprises in the current conditions of economic development.

The purpose of the work is to substantiate the principles for introducing effective means of managing profits at enterprises in the current economic conditions.

The object of the research is the processes of forming financial results at «The municipal enterprise «Motor transport enterprise of Shevchenkivskyi district», which belongs to the communal sphere.

Subject of research – scientific and methodical tools on modern management of profits in the conditions of development of market relations in Ukraine.

The research method is an analysis and theoretical and methodological substantiation of effective in the current conditions of means of profit management at enterprises.

The dynamics of the main financial results of the activity of «The municipal enterprise «Motor transport enterprise of Shevchenkivskyi district» was investigated.

 Performed calculations of profitability for «The municipal enterprise «Motor transport enterprise of Shevchenkivskyi district» can be used as a basis for the rationale for a general strategy for the development of this enterprise in the long run.

The possibility of integrated application of financial planning and controlling as effective means for ensuring the formation and maintenance of the profitability of enterprises in the current economic conditions is proved.

The results of the article can be used in shaping the conceptual foundations of the organization of financial planning and profit management in the motor transport enterprises of the communal sphere.

Identification and management of risks of the public-private partnership in the road-transport complex

The article examines the most significant risks for public-private partnership projects in the road transport complex; the branch specificity of the public-private partnership project is revealed, which affects the ranking of risks by the strength of their impact on the project; provided reasonable proposals for managing them and minimizing their negative consequences.

Object of the research – the process of public-private partnerships.

Purpose of the study – identification and management of risks and ways of their distribution among partners of public-private partnership in development projects of the road transport complex.

Methods of research – method of abstracting, analysis and synthesis, induction and deduction, system approach.

The study is devoted to identifying the most significant risks for public-private partnership projects in the road transport complex; the theoretical and methodological basis for identifying and filtering risk groups has been refined and defined. The study reveals that the sector specific nature of the public-private partnership project affects the ranking of risks by the strength of their impact on the project, reinforces the relevance of the issues raised for research. The result of the research is the list of risks of public-private partnership projects most critical for the road transport complex, reasonable proposals for their management or minimization of their negative consequences.

Ukraine in a modern system of global division of labor: forward to the past or back to the future?

The article analyzes the conditions and the model of Ukraine's entry into the system of modern global division of labor. Analyzes the conditions and Ukraine's entry model into the system of modern global division of labor.

Object of the study is the global division of labor.

Purpose of the research is to reveal theoretical and methodological principles, and the economic nature of the formation of the global division of labor as well as to study the state, problems, and prospects of Ukraine's participation in it.

Research methods that were used for this study are following: abstraction, analysis and synthesis, induction and deduction, systematic approach.

The global division of labor becomes crucial in the theory and practice of global economic relations, and one of the key mega-tendencies of the world’s economic growth.

During the entire period of Ukraine's independence, there was no well-balanced economic development strategy, but constantly ongoing reforms (or rather pseudo-reforms in the interests of certain groups of politicians and government officials, none of which was fully completed and did not give any positive results), rushing in the choice of diametrically opposite directions, forms and methods of entering the national subjects of the global division of labor into the global integration processes. Above-mentioned has resulted in a loss by the domestic economy of both internal and external factors of civilized development.

The experience of carrying out reforms in Ukraine throughout its recent history (during the initial accumulation of capital in the ruins of the old system) indicates the absence of logic and consistency in the actions of state authorities and government officials. It also shows complete neglection of the position of experts and specialists in specific sectors of the national economy, scholars and the public, disregard of the interests of the state and its own people. And all this – purely for the personal enrichment of a small group of representatives of the national oligopoly, which approach our economic and social standards to those inherent to the so-called "Third World Countries".

The society now faces an obvious and alternative choice – either to develop and implement its own national strategy of participation in the global division of labor (which will provide the state and economic entities absolute and relative advantages), or to continue to move in the direction and based on the principles that are dictated by “the strong of this world” – both externally and internally.

Assessment of the influence of the main factors on the level of motivation of employees

The article is devoted to the analysis of factors that affect a motivation of the staff at small enterprises under current economic conditions.

The purpose of the study is to determine the main factors influencing the personal motivation system at small enterprises and proposals for its improvement.

Object of research – the personal motivation system at the enterprise.

The research methods are statistical analysis, analogies and comparisons.

Today's conditions of economic development of Ukraine, motivation is one of the most important factors that contributes not only to solving a complex of socio-economic problems, but also to the ultimate results of the company's activities, as a means of organizing qualitative and productive work of the personnel. The main objective of the motivation process is to obtain the most efficient use of labor resources, which will allow achieving the goals of the activity and ensure sustainable development of the enterprise.

Economic and non-economic factors of motivation and the importance of studying motivation, which eventually can lead to the stimulation of labor and an increment of the productivity at the enterprise, have been described in the course of the research. It was also detected, that small enterprises have the largest share among enterprises in Ukraine. Therefore, labor motivation requires a research that is more detailed in terms of detection the most attractive motivational factors. Further work demonstrates calculations of indicators of the connection power between these factors. Such indicators are called pair correlation coefficients.

Consequently, the analysis of motivational factors that was conducted has provided a possibility to divide incentives for their significance. As a result, the system of the motivation of labor can be analyzed more effectively, and the process of stimulating labor at the enterprise can be improved by eliminating factors that are not influential considering individual needs of employees.

Structuring of logistics service portfolios in organizations

The article proposes a general approach for structuring logistics service portfolios for corporate logistics paradigms.

The object of research is the process of managing a logistics organization.

Purpose – to offer common to the logistic organization approach to structuring portfolios logistic service as a means of improving corporate governance through improved approaches to coordination in the design and implementation of measures, among major goals or external (side) effects of which is to ensure the functioning and development of appropriate systems logistics service.

The method of research – the method of analysis and synthesis, the method of analogy and comparisons.

Conditions for the formation and / or sale of a portfolio of logistics services can be represented as Continuum – from isolated formulation and / or implementation sub-portfolio the cycles of supply, production and / or sales consideration all decisions concerning the formation and / or implementation of these sub-portfolio within a single so-called Integration portfolio of the functional cycle, which creates the basis for realizing the benefits of synergy. A prerequisite to the joint examination of the proposed measures within integration portfolio is to determine the feasibility and availability of methodical provision on the possibility of a correct evaluation of basic (direct) goals, the achievement of which directed these activities, and external (side) effects – both those that simultaneously affect the parameters of all these cycles, that is, deliveries, production and sales.

The analysis of scientific papers and other information, as well as operating conditions and the development of logistics structures for the task of structuring a portfolio of logistics services, shows that the main object of analysis, planning and operational management in logistics in favor of its functional cycle, or a cycle of order. This indirectly indicates the parameters of the functional logistic cycle as those that characterize the parameters of the motion of the material flow.

In directions to further research in this area can be considered: the choice of projects and programs; portfolio improvement and portfolio management; project management offices; the importance of meeting the requirements for project management (the problem of regulatory flexibility).

Prospects of implementation and operation of autonomous vehicles in Ukraine

The article investigates the problems and prospects of implementation and operation of autonomous vehicles in Ukraine.

Object of study – autonomous vehicles.

Purpose – study of problems of implementation and operation of autonomous vehicles in Ukraine.

Methods of research – analysis, synthesis, generalization, systematization.

The article explores the benefits and costs of autonomous vehicles and their impact on transport planning. The characteristics of automated driving levels were presented. The advantages and disadvantages of the basic models of operation of autonomous vehicles were defined, their potential users were determined. It was noted that autonomous vehicles can both provide different benefits, and cause various problems and costs. The requirements for equipment and maintenance of autonomous vehicles were investigated and expenses on their purchase and operation were analyzed. It was noted that total road load, energy consumption, emissions, and accidents would depend on the impact of autonomous driving technology on general travel trends and urban development. Many advantages and disadvantages will depend on how (in what way) autonomous vehicles will affect the total mileage of cars. It has been established that the impact of autonomous vehicles may also vary depending on the types of transportation (freight, small commercial, public transport, personal travel for long distances, local, suburban and rural trips, local city trips, trips of "non-drivers"). The necessary conditions for implementation of autonomous vehicles and features of road and transport infrastructure planning were explored. It has been established that such benefits as reduced traffic and parking congestion (and therefore infrastructure savings), mobility for low-income people (and therefore reduced the need for public transport), increased safety, energy conservation and pollution reduction will only be significant when autonomous vehicles become common and affordable. The level of readiness of Ukraine for autonomous cars has been analyzed, and measures have been proposed to provide conditions for the emergence and successful operation of autonomous cars on Ukrainian roads.

Marketing researches of passenger attitude to night and day transportation by railways of Ukraine: practical results of the methodology development

The rationale for approach, ways for improvement of methods and results of marketing researches are proposed.

Object of the study – attitude of clients to passenger transportation in
long-distance connections by night and day trains of Ukrainian railways.

The purposes of the study:

- determination of magnitude and content of the customer value of passenger transportation by railways of Ukraine in the long-distance connection;

- comparing of the results of two approaches to study of customer attitude to service (traditional and new – total management of customer service value);

- determination of directions of managerial impact to customer service value of passenger transportations by Ukrainian railways in long-distance connections.

The methods of the study. Discussions about trips by Ukrainian railways by day and night trains were held in three focus groups. As a result, a list of sacrifices and benefits that constituting customer value of transportation service was formed. The list of 19 positive and negative thesis reflects all stages of travelling by railways. The Likert scale and the appropriate form for interviewing were developed on this basis. A survey was conducted. The number of respondents is 823. The sample is random. Two approaches for measure of customer service value (traditional and based on total management) were used.
 The biased attitude of passengers to day trips has been overcome after five years of their existence. The attitude of Ukrainian railways clients to day travelling is better than to night long-connection trips. Only the fifth part of passengers traveling in the day and night is fully satisfied with the level of benefits and sacrifices.
Methodological improvements that have been proposed and tested during research: distribution of respondents by their estimation of magnitude of customer service value is presented at histogram (for better understanding of market situation); the sequence of steps for determination of the directions and parameters of managerial impact for creation of prerequisites of the customer service value of certain level and content; the structure of the client's attitude by their attitude to sacrifices and benefits is presented at radar diagrams; vectors of customer value of competing services were built at radar diagram.
The main conclusion of researches – the traditional approach to managing the service value based on point impact to elements of sacrifices and benefits in the hope of seeking of optimum of clients attitude, is false. When multiple client segments are serviced simultaneously in a shared space the most productive is a total management of customer service value and appropriate research methods.

The investment controlling system at the motor transport enterprises

The role and the place of investment controlling system in the system of motor transport enterprise management are proved in the article. Based on critical analysis of existing methods, investment controlling system conception at enterprises has been formulated, which can be used in practice as the basis for individual investment controlling system development at motor transport enterprises.

The object of research is investment activity of motor transport enterprises.

The purpose of the article is to explain the investment controlling system main elements and to define its place in the subject management system in reliance on the analysis of modern theoretical approaches to the investment controlling system formation and national motor transport enterprises practical experience.

Methods of research are general scientific.

Performance assurance of investment management requires investment controlling system initiation, which is a part of enterprise strategic controlling. The investment controlling main aim is the provision of successful enterprise investment strategy realization.

Investment controlling system implementation foresees such an organization of activity, as for providing independent and objective performance assessments to the investment planning effectiveness and control, analysis and accounting, decision-making process, which have already been used at the enterprise and must promote a supported confidence to head administration in the achievement of strategic development enterprise tasks.

General principles of investment controlling system formation at the enterprise depend on an organizational structure of investment enterprise management, which is integrated in enterprise management organizational structure.

It must be noted, that objectively there are some restrictions as for investment controlling system initiation, in particular: cost of the system, economic development stage and business size, staff qualification. Besides, investment controlling system must be adapted to changeable conditions of external and internal environments and react to the changes.

According to aims and performed functions, investment controlling is divided into strategic, current and operative. An essential difference between mentioned directions consists in character of planning object and control.

Conclusions, which have a sufficient meaning for effective functioning of investment controlling at the enterprise are follows: investment controlling does not replace management functions to the investment activity, but represents the enterprise management system element; the investment purpose is the prevention of investment risks origin and the elevation of investment activity. Both goals and investment controlling tasks establishment must be based on determination and constant aims observation and enterprise development directions, management strategies according to the market conjuncture towards providing an organizational unity of investment controlling processes and enterprise development management.

The results of the article may be used for effective upgrade of general process of investment enterprise activity.

The article deals with the main theoretical and practical aspects of the formation of multimodal transport. The substantiation of measures concerning possible development of multimodal transportations and improvement of the transport industry in Ukraine has been carried out. The methodical provisions of multimodal transport development in Ukraine are offered.
Object of research – process of international cargo transportation.
The purpose of the research is to form the aspects of organizing multimodal transport in the conditions of globalization and ensure its further sustainable development.
Methods of research – methods of economic, system and comparative analysis.
Based on the analysis, it was proved that the development of multimodal transportation in Ukraine is a promising direction for the formation of an efficient transport and logistics system of the country, and multimodal transportation is a modern concept of cargo transportation according to the logistic principle "from door to door". It is proved that today it is necessary to introduce new principles of formation and coordination of state policy in the field of transport, creation of conditions for ensuring control over the quality of performance of the functions of the relevant executive authorities.            
Foreseeable assumptions about the development of the research object – the methodological provisions of multimodal transport development in Ukraine are proposed. Formation of optimal aspects of cargo delivery on the conditions of interaction of different types of transport will significantly reduce time and financial costs for international transportation of goods, and will contribute to improving the economic level of development of the country.

Influence of the digital economy on the economic development of the world

The article considers the concept of digital economy; analyzes the components of the digital infrastructure; investigates threats of introduction of digital technologies in the transport industry; justifies the need to expand the share of the digital economy.

The object of research is the digital infrastructure of the country.

The purpose of the work is to determine the impact of the digital economy on the economic growth of the country's economy.

Methods of research – method of abstracting, analysis and synthesis, induction and deduction, system approach.

The expansion of the share of the digital economy and the acceleration of GDP growth through digitalization are among the priority problems of a global scale and are being actively studied not only by leading economists in Ukraine and the world, but also by governments of economically developed countries, respected international organizations, transnational corporations.

Digital technologies, services and systems can provide growth and job creation in all areas of the economy, ranging from the smallest traditional businesses to the latest high-tech industries that are emerging today. It is known that investment is a major factor in economic growth. They multiplierly lead to GDP growth. Without sufficient foreign investment, progress in the development of digital technologies will not be very noticeable. According to Dragon Capital, the main reasons for a low level of foreign investment are corruption, distrust of the judiciary, instability of the national currency and financial system.

A complicated geopolitical situation and, as a consequence, a weakened economy requires large-scale solutions – digitization can cause an economic leap. Gradual transition to electronic accounting and electronic management, familiarization with international online business is not a choice, but a necessity.

The state of finance is always an indicator of how the perceived specificity of the economic situation in the previous period was disclosed and how effectively it was settled by specific financial and legal methods. The critical state of public finances indicates that this cognitive task is not performing satisfactorily: either for reasons of inadequate representation about the real state of economic processes, or for reasons of applying inadequate methods of regulation.

The object of the study is the development of financial relations and, accordingly, of financial law in Ukraine.

The aim of the work is to analyze the formation and management of flexible, non-linear market regularities, dynamic and changing, which are complicated along with the development of the Ukrainian economy itself.

Research methods are critical discourse analysis of intense cognitive search, gnoseological intensity of economic thought, lawyers of financiers, state and society as a whole.

Epistemological and legal intensity characterizes the current stage of Ukraine's economic development and in this sense it can be argued that the cognitive component is the very basis, oxygen, financial and financial-legal relations of society.

Methodical approaches to the assessment of the innovative potential of the enterprise

In the article the existing methodical approaches to the estimation of the innovative potential of the enterprise are considered, the possibilities of their application in the estimation of the innovative potential of transport enterprises are investigated.

The object of the research is modern methodological approaches to assessing the innovative potential of the enterprise.

The purpose of the work is to study modern methodological approaches to assessing the innovation potential of an enterprise, to highlight their advantages and disadvantages, to consider the possibility of adaptation in accordance with the specifics of transport activity.

Methods of research – comparison, synthesis, analysis and synthesis.

The results of the study: an analysis of existing methodological approaches to the assessment of innovation potential has shown that today there are no generally accepted principles for its evaluation, and therefore there is a need for systematization and thorough argumentation of the criteria and indicators of the innovative potential of the enterprise, the methods of its evaluation. Most of the investigated methods have a number of disadvantages that make it impossible to use them in the future, namely: using only a productive or resource-based approach when choosing criteria for assessing the innovative potential of an enterprise; unjustified quantity and list of indicators; too generalized or too detailed assessment; high level of subjectivity; the need to engage third-party consultants for monitoring. In addition, most of the existing methodological approaches are oriented towards the activities of industrial enterprises and cannot be applied to transport enterprises due to significant differences in the specificity of their innovation activities.

Foreseeable assumptions regarding the development of the research topic are the development of a methodology for assessing innovation potential, taking into account the peculiarities of innovation activity at transport enterprises.

Using simulation modeling in tourism infrastructure development projects

The purpose of the study is to analyze the effectiveness of the use of simulation methods in designing tourism infrastructure objects.

The object of theoretical research is objects of tourist infrastructure of the Odessa region.

The subject of the research is the methods of simulation modeling in the development of infrastructure projects.

 In this paper we use methods of simulation modeling for the development of a cottage town project in Odessa region, namely prognostication methods, game theory and decision criteria.

 The article considers and solves such tasks as the analysis of the tourist flow in the Odessa region, its trends in the future. Also calculated the risks when designing a cottage town. The work is widely used to analyze the simulation models that exist and help in solving specific problems. Namely the criteria of Wald, Sevidu, Hurwitz and Laplace. With the help of these criteria was calculated the optimal number of cottages that is necessary for the construction of a cottage in the Odessa region. Application of decision criteria has shown that from the point of view of estimating future profits and risks at the enterprises, it is recommended to follow the strategy described above.

An example of building a cottage in the article, and the methods of calculating economic efficiency are universal for any projects, and can be used at the moment at enterprises in calculating the risk reduction in project planning, as well as in the development of tourist projects with the least risk in the future.

The conducted calculations allow more efficiently to evaluate the economic efficiency of a business model of a tourism project taking into account all criteria of the projected tourist flow and give more accurate results when making decisions in the project implementation.

Techniques for reengineering business processes using workflow management technology

The article deals with reengineering, which affects the innovation process, aimed at the production of new products and operations, as well as their implementation, promotion, diffusion. Since the ultimate goal is to reengineering innovations, reengineering in a narrower sense is the reengineering of innovation. Relative novelty of technological innovation technologies and technology of the work process made the development of a methodology for reengineering a workflow complex. Most of the existing literature on workflow and business process engineering is fragmented and incomplete. Therefore, it was necessary to summarize relevant ideas from different sources and integrate them into a single and comprehensive methodology.

Object of the research – is the reengineering of business processes.

Purpose of the study – investigate and generalize the methodology of reengineering business processes using the technology of workflow management.

Methods of research – method of abstracting, analysis and synthesis, induction and deduction, system approach.

Research results: research is devoted to the method of reengineering business processes using the technology of management of the work process. Worker reengineering is a methodology that can be successfully used to improve business processes in an organization. Forms of data collection and process identification have greatly simplified the process definition, ensuring that all relevant information is gathered from the participants in the workflow. Reengineering workflows is comprehensive, covering the process of improving the process of identifying the need for changes to the final implementation and supporting an improved workflow.

Provision of controlling in the enterprise management system

The article is devoted to the development of scientific and methodological support for controlling at the enterprise, the purpose of which is to identify, evaluate, analyze and neutralize dangerous anticipated threats to the external and internal environment in the process of implementing the enterprise's plans by developing timely corrective measures. The theoretical basis for this was the conceptual basis for research to improve management based on controlling.

The practical result is the developed controlling models, which include a model of expert assessment of threats to the external and internal environment of the organization and a model for assessing their quantitative impact of the expected threats on the control points of the strategy implementation.

The conceptual controlling apparatus has been further developed by defining it as a separate management activity, the subject of which is the coordination of the enterprise's plans at the stage of their implementation. It is determined that controlling in the management system improves the function of strategic supervision aimed at identifying and preventing the anticipated threats to the enterprise.
