First-Year Students’ Adjustment to University Learning Activity |

The article offers criteria and methods for evaluating first-year students’ adjustment to university learning activity; it determines students’ categories àññîrding to the relationship among selected variables. The object of study – variables of first- year university students’ academic achievements. The purpose of study – determination of first-year students’ academic adjustment level. Methodology – statistical analysis. First-year students’ academic adjustment could be evaluated by comparing results in external independent test certificates submitted to the University’s Admissions Commission with academic achievements of the first examination session and Rector’s tests held in spring semester in general subjects. Mathematics or higher mathematics is the chief subject for many specializations of National Transport University Although the results used for comparison have been achieved in different ways and have been evaluated using different estimation scales, all of them show the level of the subject acquisition as well as the level of working knowledge of the subject at the time of the results receipt. Three academic achievement levels: high, sufficient and satisfactory with relevant comparison variables have been examined. There has been developed a method that allows to divide full-time first-year students of each specialization, faculty and the whole University (in percentage of the students whose adjustment has been investigated) according to the relationship among the selected variables of academic achievements into 9 categories and based on this division into two groups: adjusted (permanently adjusted, slowly adjusted and inconsistently adjusted) and non adjusted. Students who received an unsatisfactory grade for Rector’s test are in non adjusted students’ group irrespective of the relationship between their external independent test and winter examination session results. Therefore it is academic achievements of those students who obtained positive grades that are compared. It has been determined that 80 % of NTU students who have been under research have adjusted to university learning activity. |

In this paper the specification of a library project Open MPI is presented, which aims to use the best ideas and technologies of the specific projects, as well as creating a single class of MPI implementation with open source. Object of study – Open MPI as a parallel programming technology. Purpose – Analysis of the Open MPI technology in developing Information and Computing Portal. Method study – Specification of Open MPI technology as a tool to create software applications. A description of a system of the automatic control of the correctness of Open MPI-programs is given, the implementation of which will be at the Department of Information Systems and Technology of National Transport University. Due to its architecture – the division of work to identify logic errors between varying number of servers analyzers and official flows on computing nodes, the system has potentially unlimited scalability. Developing system will be used to launch intensive numerical calculations on high performance computing resources for scientific purposes and in the studying process. The results of the paper can be used for the resource with a variety of software platforms. Forecast assumptions about the object of study – use of Open MPI technology in the startup of the intensive numerical calculations on high performance computing resources for research purposes and in the study process. |

Work for students as an opportunity for learning and experience |

The paper proposed to change the methodology of the International Labor Organization and the State Statistics Committee on the definition of full-time students like the non-labor force, and determined the main student’s problems in finding employment. Purpose – to determine the number of students, who are economically active(labor force), to outline the challenges faced by students in job searching, to propose solutions to these problems. To clarify the realities of the labor market for students, there was a sociological description of full-time students in the National Transport University in November-December 012. 445 students were responded to the questionnaire. Determined that over 85% of full-time students looking for a job, and more than half of them have found it. The reasons for the need of employment were financial problems, it is not seen as a way to gain experience for future work. More than 50% of the students have worked at least once in life. The largest percentage of students worked in sales and in transport sphere. In most cases this was informal employment. Over 90% of respondents want to change jobs after studying. Our results indicate that students are economically active population(part of labor force), but there are a lot of problem, that young people cannot solve. The government should pay attention to these problems. Provide students with normal work in their free time will be able to improve the economic situation of many people. |

Method of research is statistical analysis of homogeneousness of bitumen modified with polymer An important stage in the process of preparation of modified bitumen is selection of its composition and test on effectiveness of various polymers. Therefore, shovel mixers are widely spread, both in industrial and in lab premises for efficient mixing of bitumen with polymers. The method allows to determine the time of completion of modifications in various process parameters (temperature, mixing speed and modifier content) to complete stabilization process and homogenization of bituminous binder. Today we can observe a sharp increase of intensity, velocity of travel, load and congestion of roads. Based on experimental researches conducted in 011-012 years of field research country roads’ segment near Kyiv: road Kyiv – Boryspol (four lanes in one direction), Kyiv – Dnepropetrovsk (two lanes in one direction), Kyiv – Odessa (two lanes in one direction) and compared the results with earlier studies, traced the dynamics of changes of the basic characteristics of traffic flows in time. Manoeuvrability of lorry convoy with an universal semitrailer |

In the article the questions of manoeuvrability of lorry convoy are considered with an universal semitrailer. It is set that at speed 3 m/s a lorry convoy with an out of control semitrailer dissatisfies the requirements of DIRECTIVE 002/7/EC, while lorry convoy with a management a semitrailer by braking of wheels of one side and due to the self-adjusting wheels of back ax of semitrailer it is satisfied these requirements. Thus transversal speed and transversal acceleration of centre of mass semitrailer at included of lorry convoy in a turn at speed 3 m/s for all of lorry convoys almost identical. However at the increase of rate of movement of lorry convoy to 15 m/s is sharply increased accelerations of semitrailer (the accelerations of car-tractor for all of charts of lorry convoys do not exceed 4,25 ì/ñ 2 , that motion of tractor is steady), which though a few less than for a lorry convoy with a management a semitrailer by braking of wheels of one side by comparison to a lorry convoy with the self-adjusting wheels of back ax of semitrailer, however large maximally possible. A research object is indexes of manoeuvrability of lorry convoy at the different charts of management a semitrailer. A purpose of researches is a comparative estimation of manoeuvrability lorry convoy at a management a semitrailer both due to the self-adjusting wheels of back ax and by braking of wheels of one side. Method of researches – analytical. The questions of manoeuvrability of lorry convoy are considered for two calculation charts – flat (equalization of the flat motion of lorry convoy) and spatial (equalization of lorry convoy is in horizontal and transversal planes). It is set the conducted calculations, that at speed 10 m/ss the angles of roll of mass of semitrailer are almost identical for all of lorry convoys. The heel of basket and lateral acceleration of centre of mass car-tractor and semitrailer cause the change of radius of turn of separate links and overall bar of motion of lorry convoy. So, for a lorry convoy with an out of control semitrailer overall bar of motion taking into account the heel of basket at speed 10 m/s at included in a turn increased on 7,9%, for a lorry convoy with a management a semitrailer by braking of wheels of one side – on 9,6%, for a lorry convoy with the self-adjusting wheels of back ax of semitrailer – on 6,8%. Thus all lorry convoy possess an understeer which can serve as the mortgage of their stability of motion. Can be drawn on the results of the article at a typeselection semitrailer for acquisition of lorry convoy. |

The article goes over the ways of improvement of the ecological properties of automobiles with the modern diesels, that are in exploitation by means of gradual transfer from supplying diesels with regular fuel to supplying with the alternative types of fuels. The aim of research is broadening of the fuel base of automobile transport while using the alternative types of fuels. The object of research – the influence of mixed biodiesel fuels on fuel-economy, ecologic and energetic properties of the automobile with engine. Methods of research – experimental. The optimization of physical and chemical features of mixed biodiesel fuels is one of the effective ways of reducing the toxicity of exhausted gas and improvement of fuel economy. This can be reached by providing the necessary physical and chemical features of mixed biodiesel fuels as well as by narrowing their limits of verification in other words by adaptation of these fuels to the diesels that are in exploitation. Consequently the optimization of physical and chemical features of mixed biodiesel fuels allows to improve the efficiency of its use in modern diesels and to reduce the emissions of harmful substances with the exhausted gas. The results of the article may be used as the recommendations while preparing and using the mixed biodiesel fuels for the automobile transport. |

Purpose – with the help of the developed technique the rational variants of the «engine-transmission» system of the bus have been chosen, on which the supercharged and unsupercharged diesel engines are set up. Metod study – calculation. The article covers the problem of improving the parameters of tractive and speed properties, economy of fuel and the ecological parameters of small class buses by a rational choice of the parameters of the «engine-transmission» system. The technique of the constructional parameters choice of the «engine-transmission» system of the urban small class buses, based on the comparative estimation of the tractive and speed properties and fuel efficiency parameters as well as harmful substances emissions of busses in urban driving cycle, has been developed. The mathematical model of the bus movement in urban driving cycle modes has been specified, that make it possible to investigate the influence of features of the fuel cycle supply change of supercharged and unsupercharged diesel engine as well as the transfer numbers of speed gearboxes and main transfer on the following parameters: tractive and speed properties, economy of fuel and bus harmful substances emissions on urban routes. The results of the article can be inculcated at planning of new busses of small class. Prognosis suppositions in relation to development of research object are an improvement of indexes: hauling-speed properties, fuel economy and ecological indexes of busses of small class, by the rational choice of parameters of the system «engine-transmission». |

Object of study – thermal storage materials used for applications in thermal batteries for preheating combustion engines. Purpose – definition, summarizing the available information, and the development methodology of choice heat storage materials and can be used in thermal batteries phase transition for preheating, start-up and rapid warming after starting. Method study – analysis of experimentally determined properties heat storage materials for use in thermal batteries phase transition at a warm-up. During operation of internal combustion engines, especially at low temperatures, the problem of trouble-free start-up and prior to preheating of the load, due to a violation of their normal thermal balance. Efficient use of internal combustion engines depends significantly on the time required to support operations. These include pre-start preparation of the internal combustion engine that includes a range of measures in place to ensure trouble-free, and start the engine and accelerated training him to accept the load. Eliminate the above problems by introducing appropriate to carry thermal storage technology in pre-launch preparation process engine. This article gives an overview of promising thermal storage materials for thermal batteries phase transition engines. The results of the article can be introduced into the design of heat engines battery in performing their fast preheating and heating after start up. Forecast assumptions about the object of study – search heat storage material for an appropriate design of the thermal battery for optimal pre-start warming up the engine. |

Calculations effect of exhaust gas recirculation on formation of nitrogen oxides in the application of the combined method of power control of modern gasoline engine |

The article shows the effects of exhaust gas recirculation (EGR) on the formation of nitrogen oxides in the application of the combined method of power control (CMPC). Object of study – the petrol engine 6CH 9.5 / 6.98 with CMPC and EGR. Purpose – to determine the effect of EGR on the formation of nitrogen oxides in modern gasoline engines with CMPC. The results of calculation of equilibrium and non-equilibrium concentration of nitrogen oxides in the combustion process in the engine 6CH 9.5/6.98 when applying EGR with CMPC at operation , , and the coefficient of exhaust gas recirculation . The calculation was performed for the bimolecular mechanism of nitrogen oxide According to the results of the calculation of the maximum equilibrium concentration of nitrogen oxides are working with EGR 021p.p.m., without EGR 242p.p.m.. The maximum non-equilibrium concentration of nitrogen oxides in the application form EGR 159 p.p.m. and without the use of EGR 289p.p.m.. These maximum values ËËof equilibrium and non-equilibrium concentration of nitrogen oxides correspond to the maximum values ËËof the temperature in the cylinder, which is confirmed by the conventional theory of the formation of thermal NOx. The calculated equilibrium concentrations of nitrogen oxides are close to the concentrations of nitrogen oxides obtained during the pilot testing of the engine (when using EGR = 200 p.p.m., without EGR = 090p.p.m.). Our calculations show that more accurate data to quantify the formation of nitrogen oxides are obtained by calculating the equilibrium concentration of nitrogen oxides by bimolecular mechanism. Research object – there is brake efficiency of ÊÒÇ, that is determined by the methods of stand and travelling tests. Aim of work – is calculation determination of brake efficiency of ÊÒÇ during a certification on the basis of calculation-experimental analysis of process of braking of base model. In accordance with the current legislation of Ukraine every new member of family must pass a certification, including on brake properties, that requires realization of corresponding tests difficult enough and expensive. In connection with it there is a question: or it is always needed to conduct these tests, or whether it is possible to define a calculation way exactly enough needed for a certification. Therefore for modification and acquisition of the wheeled transport vehicles calculation mathematical models, that can estimate the size of differences that arise up in the indexes of brake efficiency from a base model, and not conducted each time all complex of tests, were worked out. For this purpose calculation determination of indexes of brake properties of modifications and acquisitions of the wheeled transport vehicles was conducted for a certification on the basis of experimentally-calculation analysis of process of braking of base model. Maximal divergence of theoretical calculation and experimental data on determination of braking distance does not exceed 8,3%, on determination of a withstand deceleration – 11,5%. It is necessary also to take into account that at the receipt of experimental data the inevitable errors of measuring, conditioned by the error of measuring equipment. Exactness of theoretical calculation data terms and assumptions accepted in a mathematical model affect. The results of experimental tests and analytical calculations gather qualitatively. |

This article describes the features of the gas motor fuels from traditional and alternative sources. The dissertations and publications were analyzed over the past ten years for conversion diesel and patrol engines to gases. Experimental stand with electrical alternator (30 kW, 500 rpm) and equipment for measuring pressure in the cylinder gas engine has been in details described. Gas motor fuel produced from traditional sources have finite resources. About this, gas fuel obtained from recycled waste or from alternative sources get extensive using. These fuels include: cocosis gas, coal gas, metallurgical gas, sewage gas, biogas, oiling gas, and others. Among the alternative gaseous fuels, the most common used are motor fuels containing the following combustible components: methane, carbon monoxide. Calorific value depends from mass parts of combustible components in these fuels. The analysis of the literature showed the need for more research in the application of alternative gaseous fuels, which will create a universal system automatic regulator and management of a gas piston engine and to provide the energy and environmental performance without significantly changing the basic design. The goal of the research is the impact to the control parameters on the energy and environmental performance during operation of the gas engine with spark ignition system, the use of gas fuel with different percentages of methane. Object of research is gas fuel supply system and an advanced ignition system, taking into account the possibility of alternative gaseous fuels. To achieve the goal of the first phase of the study was developed the concept, which was implemented in the experimental electrical installation by a gasoline engine with spark ignition 6Ch10 8,8 and electric alternator DGF82-4B. The base engine was converted to gas. The compression ratio is ε = 8,5. It was developed system for gas fuel and improved ignition system, which takes into account the possibility of alternative gaseous fuels. This article describes the mechanism of built-up edge when pulling ferritic cast iron, as the plastic material with a defective structure. The object of study – the internal pulling of the workpiece with ferritic cast irons. Purpose – determine the most effective ways to manage a growth in productive low-speed machining process. Research method – metallographic analysis of chip formation zone, experimental design study on the relationship of phenomena in cutting metal materials production testing of the proposed instrument. It is shown that ferritic cast irons are plastic construction materials to the defect structure. Therefore, the drawing of the cast iron is always accompanied by built-up edge. Found that the specific work materials physical and mechanical and cutting properties of the build-up have only the nature of the deformation. It is shown that the body build-up when pulling ferritic gray cast iron acts as an additional cutting wedge with his geometry. Build-up in the presence of pulling the cast iron parts leads to broken holes and deterioration of the machined surface roughness. The main ways to control built-up edge when pulling gray iron is optimized geometric parameters of the tool, management of the contact phenomena and processes of friction, using the methods of surface engineering. Influence of location of centre-of-mass links of lorry convoy and their moments of inertia is investigational on stalling speed of motion of three-unit lorry convoy with a semitrailer on the light cart of Dolly. In basis research is fixed, that the point of coupling of light cart with a car-tractor moves with permanent speed along the set axial line (the basic trajectory of motion of car-tractor is formed by a point which is in the middle between two back axes, and the coupling device of lorry convoy is disposed exactly above this point). It is well-proven that terms of origin of swaying instability of lorry convoy on the light cart of Dolly, and also and lorry convoys of other layout charts substantially depend on the parameters of lorry convoy, namely him mass geometrical descriptions are positions of centre-of-mass in relation to the point of coupling, gyradiuses the towed links and position of points of coupling of the towed links with a car-tractor and between itself, that must be taken into account during acquisition of lorry convoys. Stalling speed of lorry convoy is certain on the light cart of Dolly and influence of co-ordinates of centre-of-mass and moments of inertia of links of lorry convoy is analysed on its numeral value. It is rotined that increasing stalling speed of lorry convoy is possible due to the change of point of coupling of semitrailer to the fore-axle of light cart, change of point of coupling of light cart with a car-tractor forward to the barycenter tractor, displacements of centre-of-mass light cart and semitrailer to the points of connection of light cart with a car-tractor and semitrailer with a light cart. The object of study – support for PPP projects from the state. Purpose – a generalization of the world practice of providing state support PPP projects. Results and novelty – in the article: the causes of the need for state support of PPP projects, the directions of the influence of government policy to support the PPP in the country identified the most common tools of state support for PPP projects; systematized main forms of support for PPP projects. The reasons for the need for government support PPP projects are the need to: a) provide confidence of private investors in the PPP market, and b) to accelerate the implementation of capital infrastructure investment projects, and c) financial support for the development of infrastructure investment sectors d) of investment attractiveness of PPP projects encumbered by significant risks. In the article are considered questions of forming of financial firmness of motor transport enterprise, internal problems of financial stability and ways of their overcoming. The objective of the task of this article is to provide a scientific rationale for the problems of financial sustainability of the transport enterprise. A pledge of the activities of each enterprise and the foundation of its development in the competitive environment is stability (sustainability). In the basis of achievement of the internal stability of the enterprise is a timely and flexible management of internal and external factors of its activities. The highest form of stability of the enterprise is its ability to develop in the conditions of the internal and external environment. For this purpose, the enterprise should have a flexible structure of financial resources and with the need to have the ability to attract borrowed funds, that is to be creditworthy. Effective management of financial stability of the motor company will allow the enterprise to adapt to the conditions of the external environment and control the degree of its independence from external sources of financing. The internal stability of the company reflects the state of the labour potential, material and cost (monetary) patterns of production and such its dynamics, in which are provided with stable, high natural-material and financial results of functioning of the enterprise. In the basis of achievement of the internal stability of the enterprise is a timely and flexible management of internal and external factors of its activities. External sustainability should be determined on the basis of the stability of the economic environment, in the framework of which the activities are carried out. It is achieved by an appropriate macroeconomic regulation of the market economy. In order to achieve financial stability and sustainability of the transport enterprise, it is necessary to create a long-term «road map» for the development of the enterprise, which would have allowed the enterprise develop on the basis of revenue growth while maintaining solvency and creditworthiness, as well as the provision and maintenance of financial stability of the enterprise. |

The article is devoted to the estimation of action of mechanism of making of animated cartoon in contiguous industries of economy within the framework of inter-branch balance as a result of investing of money in a transport sector. As an object of research a transport complex comes forward in the system of inter-branch balance. A research aim is development of methodical recommendations in relation to the estimation of inter-branch multiplicative effects in an economy as a result of investments in a transport sector. Research methods are a balance method, input-output analysis, methods of historical, logic and system analysis and synthesis. It is set during research, that inter-branch balance is one of optimal instruments for the decision of tasks of estimation to influence of increase of production and capital investments volumes within the framework of one of industries on all national economy. Inter-branch balance of production and distribution of products shows direct influence of a transport sphere on other industries of economy on such indexes, as branch balance and employment of population, and also indirect influence is an economic effect as a result of activity in the sphere of transport, that can be divided into a multiplicative effect that is predetermined by influence of the most dynamic development of types of transport on other sectors of economy; an increase of the fixed assets is due to investments in a transport industry; increase of profits as a result of increase of consumer charges, predefined by a rise in wages in a transport sphere. These indirect effects, in turn, influence on an economy, and, to count up common influence of transport on creation of GDP, it is necessary to take into account a multiplicative effect. Primary impulses that brought a process over of making of animated cartoon to the action afterwards cause secondary effects in an economy. For the calculation of size of secondary effects with the use of cartoonists the table of inter-branch balances, that represents the degree of interpenetration of different sectors of economy, is used. This method of planning of development of concrete industries and pertaining to national economy to the sector on the whole can be used as base and to change in accordance with the necessities of certain sphere, his feature consists in the estimation of changes of proportions of reproductive process on the basis of analysis of production and consumption through the system of inter-branch co-operations. Conclusions – it is set as a result of research, that bringing in of investments in a certain sphere provides the multiplicative effect of development of all pertaining to national economy complex. An important role in bringing in of investments belongs to the state that must create terms for effective activity and rational use of own and attracted resources. Activity of the state from activation of investment processes in a transport industry must be concentrated on financing of the government having a special purpose programs, realization of the programs of leasing of transport vehicles as one of mechanisms of investing, grant of tax deductions, state subsidies, direct budgetary financing on condition of having a special purpose investment of money in the fixed assets of enterprises, and also sent to participating in the privately-budgetary financing. |

The paper analyzes the major innovations of tax policy in Ukraine in 013. There are basic directions of development of the tax system of Ukraine in the future. Purpose – to identify any changes in tax system in Ukraine. With the approval of the Tax Code in Ukraine there is tax relief for companies in Ukraine. These changes have led to improved Ukraine's position in the ranking «Doing Business», which is calculated annually by the World Bank and International Finance Corporation. Compared with the “Doing Business” in 012, Ukraine had risen by 15 places in the overall ranking, and 18 positions in “Taxation" in 013. This positive trend was maintained, above all, by decreasing in the total time spent on a tax reporting and reducing total tax burden. But such changes – only the first step to improve the investment climate in the country. Among the major changes in taxation in 013, it should be noted a decrease in income tax rate, benefits for enterprises of the software products industry, for planning the reconstruction and modernization enterprises. Also, on January 1, there is announced down the procedure for paying corporate income tax. There are increase rates of excise and other taxes and fees. Also there are such innovations in 013 – the decreasing of taxing in total reduces on the enterprises of Ukraine and simplify the tax reporting. These changes should lead to an increase of investment expenditures of enterprises, release of funds, which will lead to an increase of GDP in general. The increase of total domestic investment in the business, the development of certain sectors of the economy, improving the investment climate will improve the business rating of Ukraine, and this trend will attract more foreign investment in our economy. |

That’s why every year a lot of entrepreneurs out of Japan and other Asia countries want to provide these theories. But there is a factor that stops the development of Japanese theories. It is the mentality of nations. Article describes the model of leadership that is typical for Japanese management. This model is compared with the model of leadership that is typical for Ukraine. Also article describes the mental features of Ukrainians and the ways of influence to workers with the aim of Asian leadership model introduction. The implementation of such innovative instruments as Japanese leadership model may be the efficient tool for the increasing of management’s quality. But for reaching the aim it is necessary to realize this innovation considering the Ukrainian mentality. Object of research – the main methods of ensuring harmonization of compensation. Research objective – definition of the main methods of achievement of the harmonious relations in compensation for development of effective policy of compensation and improvement of social climate at the enterprise. Research methods – theoretical and empirical. During development of policy of the enterprise concerning compensation it is necessary to harmonize most often opposite interests of the employer, the employee, and also different groups which work in collective. The more in the labor relations of social justice, the more deeply is the workers confidence that directors and all personnel sincerely aspire to it, the stronger is their interaction, the higher is their organizational level, the more thoroughly is motivational system. It is possible to allocate the following methods of providing the harmonious relations in the compensation organization: social justice, dependence of system of compensation on a way of distribution of the income, salary differentiation depending on different characteristics, compliance and interrelation of tariff rates, official salaries, surcharges and awards, use of economic-mathematical methods for creation of models of compensation. Social justice doesn't allow formal equalizing of workers. The concept of social justice includes comparison of the actual and expected consequences of the same circumstances. As "circumstances" we understand actions (performance of concrete work) and the statuses (official capacities), and the corresponding remunerations an extra charges are considered as their consequence, for example. As a confirmation of justice serve not mentioned above consequences, but their compliance: not that is fair that the worker is being paid for the performed work, and that it is a necessity. Discrepancy between the actual and expected consequences are estimated as injustice. On time of definition of an individual salary of employees of the enterprises of all forms of ownership and economic activity the central place belongs to tariff system. Level of a salary of specific performers has to be formed under the influence of such factors: complexity of work (qualification, responsibility), working conditions (harm, complexity, intensity, and appeal), and number of work (fulfilled time within norm, after hours), results of work (performance of rated tasks, performance standards, quality indicators). Today the main system of calculation of compensation is still a tariff system – set of standards by means of which differentiation and regulation of level of a salary of different groups and categories of workers depending on the listed above factors is made. Outlining of key value of this conformity to the law for clusters and determination of her at development of all òåîðåòèêî-methodological bases of the systems is one of main terms of conducting of researches. Thus it is not needed to diminish the role of structural descriptions, in fact cluster as a system is an aggregate of interactive elements. Other system conformity to the law of clusters is multidimensionalness of the system and each of parameters of the systems of bases. The multidimensionalness of sign is "actual contradictions" appears in a few aspects: contradictions have a fractal structure, that appear co-operation of great number of factors and aspects; it is important to take into account second-rate signs which substantially influence on character of development and form of decision of these contradictions; contradictions which operate on the certain stage of development of cluster have the sources on other stages; one not contradiction, but plural of interactive contradictions, lie in basis of development of clusters as difficult systems. The subject of research is the use of methods and models for the formation of a financial plan for the company. In the course of the study on the financial planning at the enterprise have been applied methods, such as calculating and analytical, optimization of planning decisions, economic-mathematical modeling. In particular, there was introduced the model of the automation of the budgeting system and developed recommendations, thanks to which the conditions have been created for the effective substantiation of the forecast calculations for the financial strategy of the investigated enterprises, which can also be applied to any enterprise of the state form of ownership. The value of the proposed model lies in the fact that it can be used for the analysis of the previous periods on the basis of the dynamics of the indicators of the main forms of financial statements for operating the financial and investment activities of the company, and the conclusions about the effectiveness of the allocation of financial resources, the degree of efficiency of the management of the property of the enterprise, etc. At the present time planning and forecasting are based on the advanced mathematical and statistical tools. In international practice, many large companies use continuous budgeting, in which after the end of each fiscal period this period are excluded from the General budget with the simultaneous inclusion of new similar budget period. It should also be taken into account that financial planning is to meet the strategic objectives of activity of the enterprise with the justification of the numerous risks related to the influence of those or other factors. Conclusions – in the course of research proposals have been made concerning the practical application of economic-mathematical models and further improvement of the methods of financial planning through the implementation of budget system when drawing up plans for the current and subsequent periods and the proposed model for the development of the financial plan, which can be used to improve the process of financial planning at the enterprises of various sectors of the economy. |

The main approaches of scientists-economists to the essence of strategic and development potential determining are analyzed by the article author; the main potentials’ characteristics, their basic components and factors, that influence the strategic and development potential formation are outlined. The scientific concept of “potential of enterprise development” as opportunity of additional benefits providing due to the changes of quantitive and quality descriptions, limited by influence of external and internal factors is given by the author. The strategic potential of an enterprise is determined as perspective association of consistently organized resources and possibilities that are characterized by aimed orientation. It is marked that strategic potential of enterprise is basic description of enterprise development. It is set that a management strategic development of enterprise is needed for certain control system development and introduction, basis of which is the system of analysis, evaluation and diagnostics of potential and certain processes of its changes. So different methodologies of strategic potential and potential of enterprise development analysis and diagnostics, that constantly improved, are used correspondingly. Today there are two most widespread schemes ñarriage of milk from milk farm to dairy plants: directly ñarriage of milk to dairy plants and ñarriage of milk to dairy plants with using collection station (purchase) of milk or plant for partial processing of milk. These schemes may have a number of varieties that can, depending on the specific conditions used by carriers for transportation of milk to maximize economic benefits. The scope of the use of productive potential should be evaluated through responsibility centers and an entire enterprise. The scope of the transportation center's potential is evaluated by comparison its actual gross profit (including a financial result of an additional commercial activity) with its normative profit which corresponds to maximum possible use of productive potential. In a rolling stock maintenance and repair center the index can be characterized by correlation between normative and actual costs of a center, with costs being decreased by the profit received from an additional commercial activity or being increased by losses from it. When based on an entire enterprise, the scope of productive potential can be obtained from correlation between actual and normative financial result from operating activity. The indexes value determined by a transportation center and an entire enterprise in limits between 0 and 1 shows the insufficient use of its potential. If an index equals one, potential is used to the full. The results of the article may be used for future decision-making in freight trucking companies. The actual need for automotive technicians – 50-60 people (not including the need for specialists to sell spare parts). A characteristic feature of the modern independent service center is its very weak technical equipment and its non-compliance with standards and regulations. For example, when checking about 1,000 independent stations in a regional city, none of them did not meet the requirements. In the article the approach to determine the mechanisms of dispersion of pollution from traffic and buildings with its own heating system in the area of residential development. The object of study is the dispersion of pollution from traffic in the conditions of modern buildings. Purpose – to study the basic approaches to determine the mechanisms of dispersion of pollutants contained in the exhaust gases of vehicles and heating systems in buildings, in the area of residential development, which will allow to model and predict the contamination of any of the structural unit of the city, carried by the air flow. Method of research – research, analyze possible approaches to defining the mechanisms of pollutant dispersion. New, asking emissions are located within residential areas. Number of new buildings is significant and growing. However, their contribution to air pollution requires more detailed study. Random arrangement of buildings, with emissions of pollutants, can significantly increase the level of environmental hazards, the current due to contamination of air in inhabited areas. Found that the calculation of air pollution from traffic should be based on emissions from modern buildings. Proposed solution modeling of gas that emit traffic flows, taking into account modern buildings that have emissions. This allows to predict the state of air quality in residential areas and settings. And having the data on the ecological state quarter and its functional significance in the neighborhood, one could argue about the environmental situation of the city. In future, this will solve the problem of adverse ecological climate in the area of residential development. |

To determine the effectiveness of a treatment plant carwash complex of hierarchies analysis method |

Today, car wash wastewater treatment plants are big list of manufacturers and models. When you select the equipment is very important to determine in advance with a set of functions and the amount that must meet the design of the treatment plant. Consider performance and functional characteristics of treatment facilities for car different manufactures, compare price. One of the main problems in determining an effective treatment plant carwash complex is the inconsistency the options necessary to improve the functioning of the car wash, which would satisfy the environmental and economic interests of the service. The aim was to evaluate the most popular types on the market for treatment plants carwash complexes, an environmental assessment of the effectiveness and efficiency of such a system to assess treatment. Determination of effective treatment plant was performed using the analytic hierarchy process. The basis of the method – the problem is decomposed at each hierarchical level using pairwise comparisons. The result can be found by the relative degree of interaction between the elements on the given level of the hierarchy or the preference of one element relative to the other. This comparison provides a numerical score. When considering environmental issues, we should strive to ensure that the decomposition was increased to a level at which paired comparisons can be made components in the field experts. The method involves the synthesis of multiple comparisons procedure, prioritization criteria and to find alternative solutions. Implementation of the method is subject to verification and rethinks until assured that covered all aspects are important to represent and solve this problem. The results obtained in one of the hierarchical levels are used as input to the next level of study. Peer review procedure should be carefully prepared and organized in the system plan. The paper discusses three models of treatment plants popular in the market: «KERCHER HDR-777", "Neptune – 555», «AEROS – 1." The task was to choose one that will be most effective in environmental and economic terms. To determine the best options for effective treatment plant identified a number of parameters that can be set to improve the wash: productivity, quality of cleaning, reliability, warranty, automatic parameter control treatment, ease of maintenance, etc. Formed the matrix of pairwise comparisons for the level of alternatives. Found normalized eigenvectors defined eigenvalues, confirmed the consistency of the matrix. The synthesis of the final solution – an operation weighing normalized eigenvectors alternatives weights of criteria, which were obtained at the beginning of the problem and the solutions contained in the eigenvectors of criteria. Because when paired comparisons of alternatives with respect to each criterion, a large assessment relates to the manufacturer, who has had a positive benefit, the final preference index, which gained more evaluation. Option «AEROS – 1" had the lowest score (0.248) and, therefore, makes a whole range of factors considered ineffective option to install pollution control equipment at the car wash. The preference of a set of specified conditions given variant «KERCHER HDR-777" (0.474), the characteristics of which are most favorable for car wash industry. Thus, by using the analytic hierarchy defined cleaning plant, which will be most appropriate for the washing of the complex as a whole. To do this, using a scale of relative weights, are defined in the criteria and calculated the possible solutions for each of the criteria. The synthesis of the final decision that the best option for car wash system is a complex water recycling treatment plant is presented in HDR 777 German company Karcher. |
