The article discusses the impact of the profile geometry wheelset on transverse oscillations when driving along a straight track section.

Object of research - the interaction of wheel and rail track betting.

Purpose - to determine the influence of the profile geometry wheelset on transverse oscillations when driving on the straight section of railway track.

Method of research - theoretical description of the differential movement of the wheelset on railway track.

From the analysis of the nonlinear model of the motion of the wheelset determined the effect of parameters of the nonlinear profile (coefficients of the polynomial of degree 4, which determines the change in the radius riding transverse displacement of the wheelset relative to the neutral position) : the coefficients of the linear and quadratic monomials determine the critical speed of rectilinear motion of the wheelset and two others determine the coefficient of self-oscillation amplitude and emerging dimensions of the stability of the unperturbed motion.

Our results may be incorporated in determining the permissible speed trains depending on the profile of the wheelset and rail wear.

Purpose - to develop a model of the life cycle of the project team that would ensure effective operation of its members by encouraging and motivating.

Research Methods - graphic, systematic approach.

The formation of the project team is usually regarded as the single, coherent team that can effectively achieve the objective of the project. The value of team work on the project is determined by the ability to obtain a synergistic effect of combining group effort, knowledge and the development of group management solutions, that is, reaching the state in which the whole - more than the sum of its parts. Such cooperation in the staff much more effectively than the competition.

It is reasonable to consider the lifetime of the project as a continuous process. That is, the elimination of the project team should be the beginning of a new creation, involving artists of the previous project, regardless of the organizational structure of management. Therefore, it is advisable to consider and a new phase of the cycle - the adaptation team for new proekts. Understanding the life cycle of the team will provide its members and leaders the tools for optimal perception and behavior at different stages of the operation as part of team in these projects will be a tool to stimulate and motivate its activities.

The results of the article may be used by the project manager in managing a team and to plan activities in line with the life cycle.

The project-based approach is one of the most important components to ensure business efficiency in high-level competition. As in business, PM approach can be applied in the implementation of the research projects. All that’s necessary is to create the same competitive conditions prevailing in the open market. It is proposed to change existing approach for the research project management based on a questionnaire form of the project. Instead, apply the project in its ordinary sense and the primary principles of project management. In addition, deep system reengineering as part of the distributed enterprise PMIS is proposed. As a result of these changes in the global macro-level PM knowledge are structured, situational in relation to external influences and personalized to internal influences. It is a synergistic nature of the proposed PMIS for the research projects.

Application methods of operations research for the choice delivery of cargo scheme

The approach concerning determination of certain chart of loads delivery application expediency based on operation analysis methods is given by the article authors.

A research object is direct and terminal charts of loads delivery.

The aim of work is comparison of charges on loads transportation implementation according to direct and terminal charts.

Research methods - analytical method, methods of the theory of game and statistical decisions.

Loads delivery in motor-car connection can be carried out by two technologies: through and terminal. Through technology, otherwise direct delivery, is organized by one vehicle without driver’s replacement. The loads transportation, carried out through terminals, is named a terminal. Terminal technology is used for transportation of small sending by many companies and enterprises, as it is considered more progressive both in technical and technological relation. However, many examples are known when terminal transportation is not simply advantageous. So the question is risen: when is a terminal chart expedient? One of the condition of transportation terminals efficiency is charges reductions of small consignments transportation in relation to direct connection. Charges on direct loads delivery, that include three constituents, and also charges on loads delivery carried out through terminals, that include five constituents are analysed. Analytical dependences for charges determination are presented. On the basis of corresponding charts the charges on delivery of 1 ton load at different technologies deliveries are determined and the matrix of charges and corresponding matrix of winnings is given. Applying the mathematical set of the theory of game, namely freak of nature model, the optimal strategies according to the criteria of Laplace, Wald, Sevidzh and Hurvitz are grounded. It is proved that terminal transportations are more reasonable for small load consignments, that are transported both on short and long distance, whereas charges are decreased in comparison with direct chart of delivery. Thus, the previous quantitative ground of optimal decision and the task of operating research are carried out.

The results of the article can be inculcated on motor transport enterprise for the choice of loads delivery chart ground.

The prognosis suppositions concerning the development of research object are a search of more flexible method of certain delivery technology expediency determination.

In this article the author has formed WBS and OBS structure of energy saving projects that helped to optimize the time and cost of energy-saving projects and could create a model. The author has identified action and described walkthroughs algorithm of energy-saving projects in the building and termomodernization, also has formed mains master-schedules of this project.

Object of the study - structure of energy saving project with a sequence of energy-saving activites.

Purpose of the study - forming a rational WBS and OBS structure of energy-saving projects, analyzing step by step the actions of executants and constructing an algorithm of the projects with defined sequence of energy-saving activites. It’s get the biggest savings from the minimum time.

The method of research - analysis, synthesis and structure modeling in energy saving project.

Taking about the principles of efficiency in energy-saving projects, the author found a effective order of energy efficiency activities to get the most savings from their time. The WBS and OBS structure of energy-saving projects has allowed to visualize work stages in the project, which has helped to analyze of the processes forming, to form the matrix of responsibility, to shape cognitive maps and models of the energy saving project. The author has determined the most efficient order of energy-saving measures from start of the project until its finish, if measures are not a priority for execution.

The results of the article can be implemented in the creation of energy-efficient model for managing projects.

Forecast assumptions about the object of study - there are also many unresolved problems, for example, to dwell comparison energy efficiency activities of alternative investments.

Results of researches of efficiency of car-care centre and its systems are stated.

Object of research: car-care centre, its systems and the factors, which make influence on efficiency of car-care centre.

The work purpose: a theoretical substantiation of concept of car-care centre and its systems and the analysis of the factors influencing its efficiency.

Definition of concept of car-care centre, as motor transport infrastructures is made. The concept authorised (firm, dealer, official, ОЕS - Original Equipment Service) and independent (Automotive Aftermarket) car-care centre is opened. The characteristic of systems of car-care centre is resulted.

The role of system of lobbying of interests of consumers and service providers is shown. It is shown, that efficiency of car-care centre depends on an optimality of an infrastructure of motor transport, development of systems, forms of their organisation and interaction.

Quality assurance during asphalt concrete mixture testing to determine its grading and bitumen contents

Laboratory studies have been conducted to study the quality of assurance testing asphalt mixtures to determine its grading and content of bitumen. Features of the technological transportation of grain cargoes provide for differentiated research forms of transport services depending on the scale of economic activity in the integrated agro industrial systems. Thus, the improvement of transport service of grain cargo flows is an integral part and a General precondition for enhancing the competitiveness of domestic producers. To improve transport service of grain cargo flows in the work presents the main theoretical approaches to the analysis of trends in selected areas of production. The indicated execution technology of transport processes is considered on the example of functioning of the multichannel dynamic system with a finite number of degrees of freedom. Mathematical model of Assembly and transport work helps to solve the problem of resource support of transport systems of various economic structures. The obtained results allow estimating the character of changes of technical and operational indicators and the level of expenditures in the transport system, and the numerical values for these infrastructure measures can be taken into account when concluding contracts for transport services in agricultural enterprises. Thus, by using the basic theoretical concepts of systems of mass service mathematical models of work harvesting-transport complex in agro-industrial production.

The results of this paper can be used for infrastructure optimization of transport systems in agro-industrial production.

The problems concerning road safety on highways ukraine

The paper analyzed the existing problems on road safety on public roads in Ukraine. Our kkrayini problem of improving road safety in recent years has become particularly acute. This is due primarily to the rapid growth of car ownership, improvement of road infrastructure in the course of preparation for the Euro 2012, the entry of more powerful and fast cars. These are all signs of the times, characteristic of a market economy, where cargo and passengers are increasingly using road transport, has created a number of problems that require immediate resolution. Particularly acute problem is the issue of road safety. countries. Currently road safety in Ukraine shall ensure the operation of a number of agencies and organizations whose activities are related to the improvement of road transport sector and traffic conditions, process management, regulation and control, and the distribution of traffic on the road network. In terms of annual increase in rolling stock every year risk of increasing the number of accidents and the severity of their effects may be increased. Thus, the goal is to develop methods of predicting the number of deaths in road accidents by changes in the level of car ownership and the choice of practical measures to improve road safety based on investigation of changes in accidents on highways economic region of Ukraine.

Defining the ways to increase the safety of hazardous goods in international automobile transportation

The article discusses the issues related to the development of solutions aimed at improving the security of international transportation of hazardous goods. A thorough analysis of the factors affecting the safety of the hazardous goods international transportation of (HG) and, in particular, international transportation of HG were made. To prevent possible negative consequences of the international transportation of HG (road accident, man-made disasters, environmental disasters etc.) it is necessary to solve a series of tasks aimed at improving transportation safety. In particular, the tasks include: - the proper organization and management of international transportation services; - regulation of freight transportation; - the elimination of the consequences of possible road incidents and accidents.

It is recommended that considerable attention should be concentrated at further improvements of the Information System for Hazards (ISH) for the international transportation of according freights. Taking into account that the ISH in international communications intended for setting the emergency for the cases HG international transportation and with the means of which you can quickly and efficiently identify measures to eliminate the consequences of road accidents and other incidents. Given their special importance, developed recommendations for improving the ISH should apply to all of its components, that is: a) information table to mark the vehicle; b) emergency card information system for hazard events in the aftermath of the accident, and c) information card system information the danger to decrypt codes emergency measures specified in information tables.

The recommendations on the effective enforcement of the conditions for safe international transportation of HG. To do this, one should consider the following matters: organization of movement of vehicles in transportation exhaust, additional requirements for vehicles engaged in international transport exhaust, additional requirements for drivers of vehicles carrying exhaust, requirements for persons who accompany the exhaust; system requirements hazard information.

The areas for further scientific research were proposed. To ensure the safety of hazardous cargoes in the international basic research authors proposed to focus in the following areas: choosing of rolling stock; choosing of packaging and packaging technologies; labeling of goods; improvement of ISH; definition of safe international transportation routes; harmonization of requirements for different modes of international freight transportation.

The introduction of public-private partnership (PPP) is an important step in the modernization of the road sector in Ukraine, which in turn will increase the quality of work and create a competitive environment. The paper analyzed the basic legal documents that will facilitate the further development of PPP (Law of Ukraine «About Public - Private Partnership», Law of Ukraine «About Concessions», Law of Ukraine «About Concessions for Building and Operation of Motor Roads», Cabinet of Ministers of Ukraine «About Approval Procedure for the payment calculation for operational readiness of roads that built in concession.

Bad experience of PPP’s implementation in 1999 and 2002, which was associated with the imperfection of these agreements, and the inability of existing concessionaires to ensure full implementation of the projects and fund raising, has not stopped the PPPs development and in 2013 the work was extended to involve other additional sources of funding So today the list of concession projects regarding roads building that can be specially built according to the concession agreement for community needs is approved.

Generally, Ukraine has established a sufficient and necessary legislation, but there are several issues that need to be improved, especially regarding the distribution of risks and issues related to the budget and government guarantees, using the formula for calculating state aid or compensation that should be regulated by laws.

As you know, the main directions of improving the profitability of the enterprise is - reducing the level of costs, entering new markets, expansion of activities. One of the steps that will increase the efficiency of the enterprise will become its restructuring by creating an integrated structure within a single logistics system.

The main causes of low efficiency of many businesses in the transport and logistics and the bankruptcy of a number of them there is a mismatch management, organizational structures, technology and engineering, scope and quality of services produced, imperfections methods of finding customers, how to market competition. The reorganization should be a mandatory element of adaptation to change and be seen as a necessary process that enhances the competitiveness, efficiency of operation, increase market value and attractiveness.

Business combinations contribute to the growth of production efficiency and the improvement of the functioning of markets. Improving economic relations and the possibility of introducing science and technology, business combination helps to reduce costs and increase profits. Increased efficiency of transport services within individual organizations leads to increased efficiency in the sector, and then the entire economy.

Creation of integrated structures in transport is difficult, costly, but very necessary task. In the field of transportation appropriate to carry out vertical integration on the basis of association of carriers in a communicative and control space. The best way reorganization of passenger transport will be consolidation by joining the large trucking companies small carriers on a competitive basis to raise the existing rolling stock of logistics.

The article revealed the problem of determining the theoretical aspects of the implementation of long-term contracts based on endpoint performance of roads in the road sector in Ukraine.

The aim of the paper is to determine the theoretical aspects of long-term contracts that are based on the final terms and ways of their use in road organizations of Ukraine, given the diversity of species of contracts.

Research methods - analysis and theoretical generalization of the global implementation experience of long-term contracts.

The analysis showed that in today's long-term contracts for maintenance of roads is an effective tool to reduce costs, increase productivity and enhance quality road conditions. performance based contracts radically different from the award of contracts by type, which are traditionally used in the road sector. PBC is a type of contract in which payment for work on the management and maintenance of road infrastructure is directly related to the performance or overfulfilment contractor clearly set out the minimum requirements for quality indicators as a condition of roads.

The implementation of public infrastructure projects using PBC provides efficient, reliable and timely services at an agreed fixed monthly payment compliance with agreed quality standards, in accordance with the law and financial gain.

This study led to the conclusion that the development of practical long-term performance based contracts in the road sector in Ukraine will lead to softening or even eliminate one of the major economic contradictions: will ensure economic growth while reducing government spending, while public functions will be performed at a higher level without compromising national security and socio-economic stability.

The results of the article can be used as a theoretical basis to develop models and frameworks of PBC in roads routine maintenance following their introduction in the road sector in Ukraine. The existing legal and regulatory framework allows for the implementation PBC no significant changes aggregate base codes and laws of Ukraine. Practical implementation PBC needs according to their nature changes the regulatory framework of the road sector.

Strategic management is a compulsory aspect of any enterprise' success today. However, every researcher of this area is trying to make his understanding of «strategy» and give proper explanation of strategies' types in the science.

The main purpose of the article is to study the meaning of «strategy» and to identify the main strategies'types for crisis management.

In the article a strategy is considered not as an opportunity to improve the condition of the enterprise, but as a need for a stable existence and ongoing development. The strategy is the foundation of the enterprise’ activity, it is developed basing on the detailed analysis of the internal structure and external environment. The strategy defines the main directions and priorities of the company’s activity, helps it to adapt to a constantly changing market.

The article examined the main types of crisis management strategies, namely: strategy of rapid and efficient service; strategy to reduce administrative costs; leadership in minimizing of the production costs, specialization in a certain kind of goods (services); specialization by the type of customers; specializing in selected market segment; strategy of orientation on more attractive activities; free niche strategy; strategy of high quality; merger or acquisition strategy; diversification strategy; the strategy of an individual image; the offensive strategy; the strategy of strengthening and defense; strategy of immediate liquidation; "harvesting" strategy; rotation strategy; crisis reengineering..



Features of information and educational projects in regional programmes waste management

In the article the results of implementation of information and education projects in regional waste management programs are presented.

The aim is to analyze the results of the implementation of information and education projects in regional waste management programs.

These tasks have been stated:

- to develop a creative project template carrying out awareness-raising activities on separate collection of waste;

- to define managerial features of the project «Organization and thematic lectures, trainings on household waste management»;

- to analyze the project activities;

- to analyze results of the project.

On the basis of creative template of the informative-elucidative project on questions of separate collection of domestic wastes the project "Organization and realization of thematic lectures, trainings on points of handling domestic wastes" is worked out and implemented. As a result of that 5 lectures and trainings (master-classes) in accordance with a calendar plan are hold, in that 257 teachers took part from 176 schools of Goloseevskyi, Svyatosinskyi, Pecherskyi, Shevchenkivskyi, Solomenskyi, Podilskyi, Desnyanskyi, Obolon, Dsrnitskyi and Dnepr districts of Kiev. To participating in project 15 teachers and 45 students of NTU and 12 teachers and 20 students of "KROK" University were involved, as well as representatives of public organization "The Green library" and "The National natural park "Goloseevskyi". A common amount of participants was 352 persons.

The analysis of the implemented project results make possible to assert, that an educational project it is expedient to realize in four stages: common acquaintance of all participants with all educational themes at once, exposure of the valued priorities of participants on each of educational themes, forming of educational commands by the criterion of participants’ values maximization, educating of the formed commands using the valued-oriented tutorials.

The results of the article can be implemented in regional programs of handling wastes for forming their informatively-educative parts.



The problem of separation of functions and powers the local organs of executive power and the bodies of local government

This paper deals with the problem of legislative support interaction of state and local governments, the division of powers between them. The authors suggested areas of improvement of the mechanism of interaction between local authorities and local governments.

Object of research - the powers of local governments and local authorities.

Purpose - to determine the main problems in the interaction of state and local government areas and study their decision.

The goal led to the following tasks:

1) Review the concept of «competence « and « interaction between executive power and local self-government «;

2) To investigate the problem of delimitation of competencies of local authorities and local government

3) Identify common and special problems in the ratio of powers of local authorities and local governments at different territorial levels

4) substantiate the conclusions and proposals for amendments and additions to legislation to improve the ratio of powers of local public authorities.

The method of investigation. The methodology of research put an integrated approach, driven by multidimensional nature of the tasks using scientific methods (primarily systematic, logical and structural). In order to solve the tasks also used special techniques: comparative legal and scientific analysis.

The relationship between public administrations and local authorities have an impact on the development of Ukrainian democracy.

Established that the efficiency of interaction of the data depends on the improvement of living standards, since their main objective is to address local issues. We found that when the ratio of the competence of local governments and local authorities is a duplication, and sometimes complete absorption.

The results of the article can be used to further study the ratio of the powers of local authorities and local governments.

Analysis of criteria for evaluating the effectiveness of public-private partnership contracts

The article reviewed and summarized the main criteria for assessing the contracting of public-private partnerships in the road sector.

Object of study - PPP contracts in the road sector.

Purpose of work - to examine the main evaluation criteria for effective contracting PPPs.

Research methods - the literature and statistical data analysis, systems analysis.

The author has analyzed the global implementation experience of PPP contracts and was found that ensure effective interaction of the state and private partners provides insight, research and presentation of the the nature criteria of PPP contracts. The appeal must be defined as a contract for the customer and for the private investor and based on technical and economic indicators. The effectiveness of PPP contracts should provide the cost and quality results. Results and expenses can carry complex and multi-dimensional nature and manifest itself in a variety of quantitative and qualitative criteria. Criteria for evaluating the effectiveness of contracting public-private partnership must comply with the following principles: relevance, measurability, simplicity, practicality, originality, effectiveness. The economic criterion validity of the PPP contract is a positive NPV (Net Present Value), designed for the use of appropriate economic discount rate. Question the effectiveness of PPP contracts to examine separately under ex-ante (before the signing of contracts - the selection and comparison of alternatives, VfM- test) and at the stage of ex-post (monitoring of the contract, the project's objectives laid down in his state).

During 2010-2013 Ukraine has adopted a number of regulations, policies and procedures related to the implementation of public- private partnership at the same time, they do not provide the necessary guarantees to private investors to implement the obligations of the state, thus creating risks for the efficient performance of the contract as a whole.

The results of the article can be used to develop methods of quantitative evaluation of attractiveness of PPP contracts for the customer and a private investor.
