The analysis of terms of rail crack creation

Conducting the analysis of the defects of the world railway track rails, the further research directions are proposed in the paper.

Object of the study - railway rail defects.

Purpose of the study - to analyze the main defects of railway rails, establish the main types of defects and propose direction of the further study.

Method of the study - the analysis of the statistics of world railways.

The railway crack creation is the problem that hasn't been resolved until recent years. As statistics shows, the main part of defects are the rail crack fatigue defects. Among them the most dangerous are defects of the II group, which can be detected only by using defected equipment. To create effective method for the increasing the service life of the rail and understanding the influence of the different factors on the service life of rails it is necessary to invent a method of forecasting possible creation of the crack fatigue defects.

The results of the article can be used as a reasoning for the development of mathematical models in the rail sector of the railways and urban rail transport projects.

Improved "drag and torque" model for computer simulation of drill string bending

The problem of computer simulation of mechanical behavior of drill strings in hyper deep vertical, inclined and horizontal bore-holes is stated with the aim of forecasting the possible initiation of emergency situations during carrying out drilling operations. The software for study of these phenomena is elaborated.

The elaborated software permits one to construct its trajectory securing the smallest values of resistance forces and to choose the least energy-consuming and safe regimes of drilling. It ensures also the possibility to determine the requirements for the necessary accuracy of the bore-hole drivage and for the acceptable geometrical distortions and imperfections.

The purpose of the article is to assess the economic effects of the deficit financing and justification of the principles of finance which help to minimize the likelihood of financial crises. In particular, it is found that the usage of the borrowed or issued financial resources for the economic development support while a long period time, has increased the gross debt of the economy to the volume of 5-8 GDP, and in some cases to 10 GDP. Thus, the macroeconomic balance has achieved via tripartite deficit financing of producers, consumers and banks, which greatly exhausted their solvency by reallocating future value created for the custodian of money. On this basis, there was centralization of capital, which increased monopoly in the economy dictate prices, and eventually led to structural deformation, the extent of slowing economic growth, rising unemployment, increasing social inequality and stratification of the population.

In the article emphasizes the need of self-financing model implementation that provides significant limitation of consumer credit and necessity for employment restructuring and expansion on the basis of changes in the conditions of production and focusing on the implementation of real human needs according to their solvency.

Environmental sustainability of metropolis

Purpose of the study: estimate the environmental sustainability of the road network of the metropolis.

Object of the study: environmental condition of the road network of the metropolis.

Environmental sustainability of the transport system of the metropolis can be achieved by optimizing the interaction between the subsystems in order to minimize the level of man-made pollution. The proposed methods assessment of environmental sustainability of the road network of the metropolis, which allows to determine the critical levels of pollution, both for individual section, and for the entire network as a whole. According to this method the indicator of the environmental sustainability of the system is its phase state, estimated of k-dimensional vector of pollution, where its projection are weights of pollution, reduced in compliance with the existing limit concentrations (pollution norms). The analysis of the ecological condition of the road network of the Pechersk district of Kyiv identified critical system parameters are allowed to reproduce field vector contamination networks. The proposed approach is assessing the ecological condition can be used for forecasting the daily pollution of ecosystems roadside space.

Increase of efficiency of workshop due to reduction of time of outages in service

A research object is an operational management placing of cars on work stall and determination of queue of performing the orders in workshop.

An aim of work is reduction of time of outage of cars during provision of services and on this basis of increase of efficiency of workshop.

The decision of this problem by means of theory of time-table is impossible, taking into account the specific of forming of flow of orders on enterprises: time of performing the orders can change; the owners may refuse to execute the orders.

In this connection the algorithm of forming of variants of placing of cars on the work stall maintenance and repair of cars is proposed, that allows real-time to accept optimal decisions taking into account the real processes what be going on in the service zone of workshop.

The risk management of receivables of the company

In the article expediency of the improving receivables management through the introduction of incremental steps.

Object of study - receivables business.

Purpose - to develop the basic stages of development and implementation of tasks on accounts receivable management company.

Method study - ABC and XYZ analysis of risks of receivables.

The main stage managing the risk of receivables is monitoring and evaluation of the results. It should be noted that the control procedures in risk management - part of the subsystems internal control. In turn, the results of risk management are evaluated based on indicators that are part of the subsystem stimulation. Thus, the proposed scheme risk management using ABC and XYZ analysis associated with the emergence and dynamics of receivables will allow business entity to reduce probability of risk, primarily credit risk, thereby minimizing the loss in case of collection of overdue receivables, and avoid loss of profit caused by the formation of bad receivables.

The novelty lies in the creation of grouping and debtors portfolio of different quality to determine the level of reliability of the debtor, and rapid debt collection needs.

The purpose - to study strategies for managing the risk of the receivables through the use of ABC and XYZ analysis and quality of a portfolio of receivables.

Conceptual bases of a substantiation of decisions on realization of transport investment projects on principles it is state - private partnership

This paper proposes a concept, a new approach to the justification of decisions on the investment project in the transport infrastructure on a public - private partnership.

Object of research - methodological approaches to justifying decisions on the feasibility of investment projects on a public - private partnership.

Purpose - to offer a new, integrated approach to the justification of decisions on the investment project in the transport infrastructure on a PPP basis.

Research method - the system analysis, the formulation of a hypothesis and working out of conceptual model.

The research was based on the hypothesis that projects burdened public - private partnership quite high risks. This requires a balanced approach to decision - making by the government on the implementation of such projects and determines the need to consider a number of aspects that significantly affect the risk of such projects. These aspects are: the technical feasibility of the project, a public performance of the project, the financial feasibility of the project (defined: the creditworthiness of a potential project, the potential amount of equity a special project company, need government involvement in investment, the possibility of the state to provide adequate investment resources); commercial efficiency for project participants, benefit from the way of the project to society.

Our results can be used at the level of the public administration in justifying the feasibility of specific investment projects based on PPP, determining the need for state participation in financing the project, as well as private investors in the study of the effectiveness of their participation in the project.

Assumptions about the development of the research object - further studies should be conducted on the development of appropriate software, which, according to the developed technique allows you to quickly get the expected results of the project as a whole for the community and its members.

Features of - and - ionization of silicon atoms under electron impact

This paper proposes a method for calculating the probability of creating two and three L2,3- vacancies in by the appearance of the primary K- vacancy. The method is based on the experimentally determined relative intensities of X-ray emission Кa3,4-, Кa5-8- and Кa9-12- lines of silicon atoms obtained under electron impact.

Object of the study - multiple ionization processes of the electronic inner-shells of silicon atoms under electron impact.

Purpose of the study - to experimentally investigate the relative intensities of X-ray emission Кa3,4-, Кa5-8- and Кa9-12- lines of silicon atoms in a wide range of energies bombarding electrons, which determine the probability of creating two and three additional L2,3- vacancies in by the appearance of the primary K- vacancy.

Method of the study - X-ray emission Ka- spectroscopy using the upgraded device EMMA-2.

The relative intensities of lines of silicon - spectrum have been experimentally investigated under the excitation by electron impact within the range of accelerating voltage U=(7¸100)kV. It was found, that the probabilities of creation - configuration (Р2L) and - configuration (Р3L) states monotony decreased with energy of the bombarding electrons increased in the range of keV. This result can be explained by decreasing of the average energy having transferred to the atom during collision with the bombarding electron, starting with keV. However, relations P21=P2L/PL and P31=P3L/PL which determine the relative share of atoms with one, two and three additional L2,3- vacancies in the whole range of accelerating voltages remain constant. Comparison of experimental values P2L and P3L with the calculated one in the approximation of the independent ejection of 2p- electrons (P2 and P3) was performed. It was revealed that P2L/P2=1.5¸2.5 and P3L/P3=3.5¸8.3. This suggests a significantly multielectrons nature of - and - ionization and the necessity of taking into account correlation effects while the appropriate theoretical model of this process has been creating.

The results of paper can be useful for doing quantitative X-ray analysis of solids as well as for developing multielectrons model of interaction process of the atom electron subsystem with ionizing radiation.

Shielding discontinuous waves by anisotropic elastic layered medium

The problem of dynamic interaction of wave phase fronts with anisotropic elastic media interfaces is considered.

Object of study - nonstationary waves of small discontinuities generated in nonhomogeneous elastic medium.

Purpose of the investigation -to investigate the effect of the interaction of discontinuous waves with interfaces separating anisotropic elastic media with different physical properties

Method of the study is the zero approximation of the ray method.

A technique based on joint use of the ray theory, locally plane approach and theory of stereomechanical impact is elaborated. It is employed for the investigation of discontinuous waves propagation in anisotropic tectonic structures. The cases of interaction of quasi-longitudinal and quasi-shear discontinuous waves with the interfaces separating different anisotropic elastic media are treated. The issues are considered which are associated with the wave front surfaces bifurcations, generation of their singularities and caustics, as well as with stress concentration and formation of zones where the stresses tend to infinity. The effects of the wave shielding are simulated. The analysis results are discussed.

The results of the article can be inculcated for elaboration of technologies of screening shock waves.

The problem about self-excitation of torsion vibration of a drill string in a vertical cylindrical cavity of a bore-hole with liquid medium is stated. The models of mechanical interaction of the drill string with viscous liquid are considered.Tthe questions of numerical realization of the formulated equations are discussed.

Object of study is oscillation model of a drill string in the form of torsion pendulum constructed with allowance made for viscous friction.

Purpose of the paper - to state the problem on self-excitation of torsion vibration of deep drill columns at critical situations.

Method of study is based on application of wave equation of mathematic physics. The constructed equation is integrated with the use of the Runge-Kutta method.

Three models of the bit torsion are discussed. The oscillation model of torsional autovibration of homogeneous drill string in the form of oscillation pendulum is elaborated, the constitutive nonlinear differential equation with partial derivatives is formulated which permits one to describe vibrations of the drill string bit with allowance made for viscous friction. the algorithm for numeric integration of this equation by spatial and time variables is proposed.

The results of the article can be inculcated into the practice of deep bore-hole drilling.

A forecast assumption about the study object is search of optimal regimes of drilling.

Influence of a wheeled vehicle engine control mode on fuel consumption under unbalanced conditions of movement

The article presents the results of the comparative evaluation of fuel efficiency of an engine D-241 with all-range and marginal all-range governors. Evaluation was performed by driving the tractor MTZ -80 with constant speed on the third gear with a fixed position of a fuel pump lever on a country road with different rate of microprofile inequalities with all-range and marginal all-range governing of a tractor diesel.

Fuel consumption was measured with volume flow meter, model EDM 1403, an electrical signal from which was fed via USB Oscilloscope on a portable PC. A study was conducted to determine the impact of a wheeled vehicle engine rotation frequency governing mode (all-range and marginal all-range) on fuel consumption when driving at a constant speed with a fixed position of a fuel pump lever on a country road with different rate of microprofile inequalities. Time measurement, fixed with the design of the sensor, the volume of fuel dose ranged from 0.8 to 3 seconds. Depending on the rate of the cyclic fuel delivery, period of the volume dose metering ranged from 6 to 30 revolutions of the crankshaft of the engine.

During the study were determined changes in fuel consumption of a tractor with all-range governor of engine crankshaft rotation frequency when driving on a country road with different rate of microprofile inequalities. On the second stage was performed comparative evaluation of changes in fuel consumption of a tractor operating with all-range and marginal all-range governors on roads with significant and minor microprofile irregularities.

Analysis of the results of the research showed that with minor irregularities of the road fuel consumption with a marginal all-range governor is lower than with an all-range one. In addition, it was found that the worse road microprofile conditions are, the higher is relative fuel economy of a wheeled vehicle with a marginal all-range governor.

levels of convenience in justifying reconstruction of roads

This paper accomplished the analysis of levels of convenience which are used to characterize the traffic flows that are defined by the load factor, coefficient of velocity and density ratio.

Object of the study - traffic flow.

Method of the study - analytical.

The analysis of convenience levels and relation of intensity - velocity showed that the level of convenience for the load factor data is unique to a single speed (v0), which corresponds to traffic performance. This coefficient can only characterize the degree of load intensity with respect to bandwidth. That is, the load factor can be used if the use of a practical traffic performance is replaced by theoretical traffic performance.

Levels of convenience must comply to each average speed of the traffic flow on the road. To determine the practical traffic performance needs to know the average speed of the traffic flow, which affect the composition of traffic, geometric parameters of the road, traffic.

As a result of comparing practical traffic performance with existing intensity on the road we get stock of intensity. On the sections with characteristic driving conditions where existing intensity exceeds the practical traffic performance is recommended to perform the reconstruction of the road section.

Invariant states of drill strings in channels of curvilinear bore-holes

On the basis of the theory of curvilinear flexible rods, non-linear constitutive differential equations of drill string equilibrium are deduced. The effects of the longitudinal non-uniform preloading, action of torque and interaction between the DS and the bore-hole surface are taken into account. The possibility of invariant state generation during post-critical deforming is established, condition of its bifurcation is formulated. It is shown that infinite variety of loads can correspond to one geometrical configuration of the DS. They differ each from other by contact force functions

Objects of study − drill strings in channels of curvilinear bore-holes.

Purpose − through the use of the theory of flexible curvilinear rods and the theory of geodesical curves to state the problem of invariant state drill strings in curvilinear bore-holes.

Method of study − the drill string is represented as a superlong tube rod. The mathematical model of quasistatic behavior of the drill strings at its contact interaction with the bore−hole wall is constructed in the form of singularly perturbed differential equations of the rotating rod motion. For analysis of the drill string geometry the methods of the theory of the geodesical curves are used.

The results of the article can be inculcated in technologies of deep bore−hole drilling.

Forecast assumptions about the object of study − the search of optimal regimes of drilling.

Tax analysis - the process of studying the current system of taxation field, determining its development trends, estimates the impact of various factors on the outcomes of the company, the industry or the state as a whole. In general, broad sense, the tax analysis - a way to knowledge objects, the environment, based on the dissection of the whole into its constituent elements and study them in all multivariate relationships and dependencies. Feature of tax analysis is that it belongs to the abstract logical method of studying economic phenomena, that in general its main feature is an abstraction.

With tax planning may increase the financial resources of the company. Definitely say that taxes most significantly reduce the financial resources of the enterprise is impossible, because the result it is advisable to assess in each case.

Load carrying capacity of shallow shells

The subject of investigation are shallow shells of rectangular configuration. Thickness of shell may change continuously or by step-vice way through the field. Material of shell is ideal rigid - plastic with the identical yield limits at tension and compression. In order to find the upper bound of limit load the kinematical method of limit equilibrium theory is applied. Test examples are considered, the of methodic and proper computer program are confirmed. New tasks are solved for the upper bound of limit load for shells of variable thickness and the parametrical analysis is done for results obtained.

Features of trybomehanichnyh systems in poor lubrication with increasing bulk temperature lubricants

In the article the presented results of research for determination of estimation of efficiency of lubricating process at the use of mineral motor oil 15w40. Researches were conducted at contact tensions 251,5; 316,9; 362,7 MPa in the conditions of gradual increase of total speed of woobling (from 0 to 3,3 m/s) with slipping 15%. The thickness of lubricating material was determined the method of optical interference.

The object of study - kinetics of forming of thickness of lubricating layer in the central area of contact. The purpose of work was determination of estimation of efficiency of lubricating process at the use of mineral motor oil 15w40.

Research method - experimental determination of lubricating action in the contact of mineral motor butter 105w40 with additives and additions by an interference method.

The purpose was to study the mechanism of action of the oil and rheological properties of oils in the temperature range of 20 - 70 º C in conditions of inadequate lubrication.

From got empiric data in relation to a lubricating action in a contact at the use of motor oil 15w40 with additives and additions the empiric mathematical model of estimation of efficiency of lubricating process is created. The offered model includes equalizations of multiple regression, connections of multidimensional statistical information got on the basis of analysis between a dependency variable (у) and plural of variables (х1, х2,..., хn).

As a dependency variable was chosen: hф is an actual thickness in the central area of contact. Independent variables was the following set of relictions: t (τ) is tension of change of lubricating layer, MPa; u (ƒ) is a coefficient of friction; v (γ) is a gradient of speed of change, s -1; w (ηеф) is effective viscidity in a contact, Pа·s; z (Vkov.) is sliding speed; r (Т) is a by volume temperature of oil, 0С; q (N) is loading in a contact, N.

In the developed model concerning lubricating ability of oil most influence on the dynamics of formation of thickness of lubricating layer at starting speeds of woobling has effective viscidity in a contact - a plural coefficient of correlation at plugging of this reliction in the got equalization is 0,8912. On the basis of the experimental findings a change effective viscidity in a contact correlates in a most degree with the change of temperature (coefficient of correlation - 0,7579) and pressure (coefficient of correlation +0,8326). It is necessary to mark that regardless of physical and chemical composition of other probed groups of oils these coefficients differ, on the average, on 10%. Using the got equalizations it is possible on the stage of planning to determine the changes of tribotekhnicheskikh parameters of mechanisms with the point form of contact depending on lubricating material which will promote reliability of the tribomekhanicheskoy system considerably.

A research method is experimental.

Transitional-speed a bar is one of important elements of road junction in different levels. As a result of research it turned out that when travelling with Congress on a main road arise queue of cars, which considerably complicates the quick and safe passage.

There have been experimental studies to determine the functional dependence "intensity - speed" on the roads of different categories under different driving conditions and traffic flow of different composition. The study received functional relationship "intensity - velocity " for different composition of traffic flow. Calculated by the method of practical capacity of highway lanes for average speed and traffic flow of different composition.

The article considers alternatives of traffic management in situations overload within traffic management systems.

Procedures of congestion liquidation are much more complicated and lasting in comparison with their occurrence. That`s why the preference is given to anticipating and preventing congestion, i.e. to methods of their trusty forecasting.

The emergence of situation congestion requires appropriate identification and further management actions targeted to the elimination or prevention of congestion. The authors propose to solve the tasks set by applying a regression forecasting methods for defining the dislocation of congestion on area of street-road network. As a result of this study is formulation principles of the strategy by distribution traffic flow on areas of street-road network by using such criteria as the driver`s route choice and transport matrix of correspondence.

The article noted, that efficiency of the considered anti-congested management is determined by a perfection of the road users’ model (individual drivers` objectives, appropriateness and inertness of their behavior, etc.)

Purpose of the study - to study the practice of construction, maintenance and operation of roads in Europe, built on a concession basis, and the development of recommendations for the development of road infrastructure in Ukraine with reference to overseas experience, taking into account national circumstances.

Method of the study - methods of economic, systematic and comparative analysis.

Results and innovation of the study - in paper investigates and analyzes the toll roads in Europe built on concession namely: the dynamics of the toll roads in Europe for years 1997 -2012; length of the concession roads across Europe, number of concessionaires that build, hold and operate toll roads across Europe and length of toll roads per one concessionaire; traffic toll roads in Europe thousand per day whereas the movement of trucks and cars; structure roadside infrastructure toll roads; net profit from the operation of toll roads in Europe.

Forecast assumptions about the object of study - lack of financial resources for the construction and operational maintenance of roads leads to the need to engage business in the road sector in Ukraine. Therefore the study of international experience building and maintenance of roads constructed under the terms of the concession will help them effectively implement and develop in Ukraine. Objective: To develop a mathematical model of radial heat flow termoanemometryc flowmeter for biofuels.

Methods: analytical.

Results: The mathematical model can be used to study the radial heat flowmeret of multicomponent fuels. Taking into account the above changes in radial heat flow can be used to improve the accuracy of biofuels measurement.

Forecast assumptions for future research: research data create conditions to increase the accuracy of axial measurement heat transfer in termoanemometryc biofuels flowmeter.

Prospects of trade and economic cooperation between Ukraine and the EU will rise substantially with the creation of in-depthand and comprehensive free trade area, which is an integral component of the Association Agreement, provides for the liberalization of trade in goods and services, free movement of capitals and manpower. With the conclusion of the Association Agreement relations between Ukraine and the EU will be translated to a new level - from the partnership and cooperation to political association and economic integration. Ukraine considers the Association Agreement as an important step for the approximation in perspective to the next stage - preparation for EU accession.

Established that for Ukraine the European integration will be contribute to the modernization of the economy, attraction of foreign investments and the latest technology, increase of competitiveness of domestic commodity producers, exit onto EU’s single internal market. The basic format of investment cooperation between Ukraine and the EU is the interaction with the European Investment Bank (EIB). The mission of the EIB is the financing of long-term investment projects on the territory of the European Union countries, aimed at the modernization and development of infrastructure, strengthening the competitiveness of individual branches of economy, the promotion of energy efficiency and conservation. Modernization of transport infrastructure is one of priorities of activities of the EIB in Ukraine.

Research method - an analysis of international experience in the implementation of public-private partnerships as one of the most effective systems of relations between public and private partners, established to improve competitiveness and attract investment into the country.

Public- Private Partnership (PPP) is a key mechanism in implementation of the policy of economic modernization of the country.The main prerequisites for the development of this form of cooperation between the public and private sectors is the need to overcome the effects of significant financial and economic crises and prevent their occurrence in the future. So the development of PPPs in the world in the second half of the twentieth century was caused by changes in the areas of public property as electricity, road sector, railway transport, utilities and others. Consequently, many countries have started to use the PPP’s tools as an alternative to privatization of vital and strategic importance of the objects of public property.

The paper considers PPP model on the grounds, the main factors that motivate the government to enter into PPPs for infrastructure; components of the evaluation of PPP project, identifying such important criteria as future incomes and risks.

There are data for the implementation of PPP projects in the construction and operation of highways demonstrating the evolution of PPP not only in developed countries but also in developing countries. Because PPP is a tool that can ensure the implementation of complex socio- needed projects through a combination of state resources and private partners.

The optimal technological solution for the implementation of such charges will be electronic tolls collecting system which based on satellite technology.

The aim of this study - to identify problem issues of cost accounting organization at machine-building enterprises and to develop proposals of their solution.

Methods of analysis - general-scientifically empiric and theoretical methods.

Taking into account the importance of the costs information it should be stressed that in the conditions of Accounting regulations (standard) use a number of theoretical and practical aspects of the manufacturing costs accounting is not disclosed in any regulations nor in the economic literature. In particular, the question of theoretical study and practical adaptation of inventory on the stages of its` acquisition, storage, pass to production and the question of goods-in-process cost accounting, and moreover recording as received of the major and related finished goods and their evaluation on the balance sheet date. Besides there is still an unresolved question of inventory net cost compensation in the case of its` damage, partial or complete obsolescence, and an increase of expected costs on the completion of production or the sale or selling price reduction.

In the article it is specified the procedure of the reflection of fixed assets revaluation results` with significant wear sums, as well as the procedure of formation, accounting and information disclosing of the depreciation reserves inventory, and the procedure of capitalization of the financial expenses related to the acquisition of qualifying asset. This will provide the allocation of the costs by the accounting periods, an information transparency and its` disclosure in accordance with the principle of prudence (proper costs allocation), and will strengthen the control function of accounting.

Determine the toxicity of exhaust gases by trucks diesel engines operating on biodiesel fuel

The article proposes methodology of experimental and computational studies the toxicity of exhaust gases by trucks diesel engines operating on biodiesel.

Object of the study - diesel motor 4CH11,0/12,5 (D-241).

Purpose of the study - calculation of specific emissions by exhaust gases automotive diesel engines operating on biodiesel fuel in accordance with UNECE Regulation № 49-01 and determining exhaust gases opacity in accordance with GOST 17.2.2.02-86.

Method of the study - experimental and computational.

As a result of experimental and computational studies were identified specific emissions of CO, CmHn and NOx working in the 13-cycle test regime by diesel engines and exhaust gas opacity when the engine using external high-speed performance. It was established that the exhaust gases of diesel tractor 4CH11,0/12,5 (D-241) operating on biodiesel with the injection angle 24 degrees meets the requirements of UNECE Regulation № 49-01, emissions NOx and CmHn lower than operating on diesel fuel. Exhaust gas opacity requirements of GOST 17.2.2.01-84 and reduced compared with diesel fuel.

The results can be used to optimize the diesel to biodiesel.

An estimation of terminal transportations expediency application to time descriptions

The approach to the determination of terminal transportations expediency application with the methods of simulation modelling implementation is given by the article authors.

A research object is the charts of loads delivery by a motor transport.

The aim of work is comparison of time expenses on loads transportation implementation according to direct and terminal charts.

Research methods - analytical method and method of and simulation modelling.

Loads delivery in motor-car connection is carried out by two fundamental technologies: through and terminal. Through, otherwise direct delivery, is organized by one vehicle without driver’s replacement. Terminal loads transportation is realized through terminals. Terminal technology is used for transportation of small sending by many companies and enterprises, as it is considered more progressive. However there are many factors that diminish the attractiveness of terminal transportation. One of important indexes is delivery term to the load destination. Thus, one of the condition of transportation terminals efficiency is charges reductions of small consignments transportation in relation to direct connection. In order to give the answer to the question - when is a terminal chart expedient? - the time on direct loads delivery that include three constituents and time on loads delivery through a terminal that include six constituents is analysed. Analytical dependences for determination of general time of load delivery on both charts are presented. A comparative analysis with correlation between the constituents of general time of direct and terminal technology delivery is conducted. For optimal chart deliveries determination the business game as the method of simulation modelling is applied. Three scenarios of events development for a calculation is offered: basic, optimistic, pessimistic. Time on direct and terminal loads delivery for the different sizes of consignments is calculated. It is grounded, that terminal technology is more effective for transportation of small and middle-sized consignments.

The results of the article can be inculcated on motor transport enterprise for the choice of loads delivery chart ground.

The prognosis suppositions concerning the development of research object are consideration of probabilistic character of loads delivery process time descriptions.

It is established that the development of a market economy is accompanied by significant structural changes in the organization and economy of production-technical base of enterprises of motor transport. Noted that changes size characteristics of motor transport enterprises occur with the parties through small enterprise development, and on the other - due to a decrease in the number of large and medium-sized enterprise.

The results of this paper may be used in determining the main characteristics of the production-technical base of motor transport enterprises.

In the current times of change and unstable political and economic situation in the country, current issues is to analyze risks and uncertainties, as well as the correct response. In the practice of project management software and much attention is paid to the strategic planning and management, and almost completely ignored by operational management in the process of implementation. But as it turns out, without achieving intermediate targets and monitoring progress of the project, it is impossible to achieve strategic goals. Therefore, an important and necessary task is to build a system of operational management based on environmental change projects and programs. The basis of the control can be considered optimal decision -making. In practice, it is necessary to work under conditions of incomplete information and uncertain outcomes, which is called the risk management of the project, and if information is missing completely - control passes into the region of uncertainty. To reduce the risk exposures and to make optimal operational management decisions necessary to build a plan for responding to risks, evaluating the risks and identifies actions to increase the number of opportunities and reduction of threats to the project objectives. The use of a mechanism to obtain quantitative estimates of risk based on fuzzy logic with an initial assessment of the incident and the likelihood of damage from the incident, asked experts in the form of fuzzy numbers trapetsevydnyh will enable a more detailed investigation risks, and as a result - to make the right management decisions and corrective actions to minimize the negative impact of project risks.

The results of the article may be used by an expert group of projects and programs in quantitative risk analysis.

Expected assumptions about the object of study - the applicability of the proposed methods with the assistance of the expert group for the quantitative analysis of a set of different objects in the absence of sufficiently detailed information about the test items.

The article describes the purpose of the research is to increase the efficiency of the road network on the basis of demand forecasting of road users on an uninterrupted, secure and convenient traffic flow, taking into account the cost and timing of construction and maintenance costs of roads, the specifics of the road sector, indicators of social development and economy, as well as to develop a method of forming a control system functioning and development of the network of public roads in Ukraine. Also consider problems, object and subject of research and scientific novelty of the work performed. Research methods based on the theory of complex systems research is the basis for a systematic approach to the problem, therefore, as a means of solutions were used: morphological, functional and informative description of the functioning of the road network as a complex system of mathematical modelling, simulation and theory: transport flows, transport, information, management, transport and performance of highways. Noted that the proposed research methodology and the experimental realization proved efficient in the real world, the operation control of the road network of the State Road Service of Ukraine (Ukravtodor).

The research of catalytic converter of exhaust fumes for engine memz-245

This article describes the features of experimental research of gasoline engine with external neutralization of hazardous substances.

The aim of this research is determination of influence of external neutralization on the toxicity of exhaust fumes from a gasoline engine with sparking ignition.

The object of experimental research is a home MeMZ-245 engine with a ternary catalytic converter installed in its exhaust system.

Purpose of the research - fuel efficiency and concentration of pollutants in exhaust fumes before and after the catalytic converter, the efficiency of neutralization.

Research methods - experimental, calculated-and-experimental.

As a neutralizer there was researched a three-component catalytic converter installed in the exhaust system of the engine MeMZ-245. An experimental was described in detail, it allowed to estimate fundamental energy and environmental indices of a gasoline engine in accordance with the applicable standards.

Before testing the engine MeMZ -245 has been tested and adjusted on permissible concentrations of carbon monoxide and oxides of hydrocarbons in operation.

Loading characteristics has been determined experimentally at n = 1800, 2600, 3400 min-1, and characteristics of idling, too. It has been determine the efficiency of the neutralize neutralizer.

The results of the tests can be argued that the efficiency of neutralization ternary converter installed in the exhaust system depends on the composition of the mixture, which changes widely for gasoline engines. Therefore, the feasibility of using a ternary converter should be determined by additional tests under operating conditions.

Applying the rule of bernoulli to solve the problem of axisymmetric acousticelectrical waves propagation in solid piezoceramic cylinders

The paper proposes the usage of the rule of Bernoulli to get a system of equations that solves the problem of propagation of axisymmetric acousticelectrical waves in solid piezoceramic cylinders which doesn’t have an isolated singularity.

Object of the study - solid piezoceramic cylinders.

Purpose of the study - to draw the system of equations that solves the problem of propagation of axisymmetric acousticelectrical waves in solid piezoceramic cylinders that doesn’t have an isolated singularity.

Method of the study - the system of equations that solves the problem of spreading of axisymmetric acousticelectrical waves in solid piezoceramic cylinders, that does not have an isolated singularity.

The solving system of equations describing this problem has an isolated singularity - r=0. Even in case of a homogeneous cylinder acquiring of an analytical solution among cylindrical functions has many mathematical difficulties and can only be possible if the material has certain symmetric properties - axial polarization of longitudinal waves and circular polarization of torsional waves in piezoceramic materials. However, when this solution is found, some other issues, such as a problem of approximation cylindrical functions with power series or convergence of power series with given function, occur during its numerical analysis. All mentioned above could be considered as a main cause of why no numerical results presented in works with analytical solutions. In general the least studied to date are problems, when material is not homogeneous, which can be explained by the fact that the corresponding boundary value problems do not allow to find the solution of cylindrical functions in case of the bound types of movement.

The work proposes to apply the rule of Bernoulli to acquire the solving system of equations, that does not have an isolated singularity. The received boundary value problem can be integrated using a numerical method, for example, the method of discrete orthogonalization can be applied. The advantage of this technique is that there are any considerable difficulties with integrating this value problem with variable coefficients, for instance, if physical and mechanical characteristics of the cylinder are not constant, but functions of thickness coordinates. Functions describing mechanical and physical characteristics can be piecewise continuous (layered material) or continual continuous (functionally graded materials). In the first case, matching conditions at the boundaries should added to given functions between two materials. In the second case, it is necessary to add the law of variation of the material properties through thickness.

Method of study - the system analysis.

Till the last years one had count capacity of repairing services transport companies like amount of works actually executed by them for a year (by amount of influences on technical car-care center or by labour inputted.), Previous scheduled. At planning product program took into account only the number of repair - serving workers and their productivity, considering program growth in comparison with achieved in the previous period. It was lawful until technological processes of technical car-care center have been insufficiently mechanized. With technical progress the technical car-care center from home-made has turned to the powerful manufacture which is carried out in some changes, having the highly skilled staff and the advanced industrial base. Thus, the basic production assets of the motor transportation enterprises become an inseparable part of technological processes of technical car-care center. In these conditions calculation of capacity repair - serving enterprises by usual methods cannot give authentic results.

Results of the article can be used at the enterprises of car-care center.

The article proposed to estimate the intensification of traffic flow of cars (TFC) by the level of its socio-economic efficiency (SEE).

Object of the study is the evaluation of socio-economic efficiency process of traffic flow of cars intensification.

Purpose of the study is the definition of methodological approach to the process of socio - economic efficiency assessment of regional traffic flow of cars intensification.

Method of the study is systematical and logical analysis of transport and economic characteristics.

The article revealed multidirectional and opposite impact of TFC intensification to work of automotive and road complex enterprises, individual users profit as well as on the regional economy. It was noted that each of the mentioned subjects has specific criteria to meet its economic interests.

It was analyzed connections between the characteristics of regional traffic flow of cars and the indicators of socio-economic development of the region. It was noted that evaluating the TFC intensification with following by proper use of road state funds, we can effectively improve the regional economy. In turn, the intensity of motion must be effective not only for the society and economy of the region as a whole, but also for road users. Therefore it was marked out the set of indicators describing the economic benefits for participants of TFC road traffic, enterprises and other users of a certain section of the road.

The novelty of this study is the proposed structural model of the phased estimation of SEE intensification of traffic cars by integral criterion. This criterion can simultaneously take into account the interests of the automobile - road complex enterprises, users of the individual transport, as well as the society and economy of the region.

The results of the article can be implemented into the methodology of promising traffic flows identifying to recoup investments in roads.

Prognostic assumptions about the object of study development are the search of optimal methodology for implementation model of the evaluation process of SEE of TFC intensification.

Methods of air transportation longer-term forecasting. visnyk national transport university

The paper presents the results of the analysis of world and regional air traffic longer-term forecasting models developed by international aviation organizations.

Subject of research is the methods and models of longer-term air traffic forecasting.

The objective is the analysis of longer-term forecasting techniques in the aviation industry for further development of the longer-term air traffic forecasting model for Ukraine.

Method of research is a review of original sources.

It is established that international aviation organizations widely use the econometric models for developing of longer-term forecasts. As explanatory variables in the econometric models, ICAO considers the gross domestic product and the revenue per one passenger-kilometre. EUROCONTROL for longer-term forecasting uses the method of growth extrapolation of parameters obtained in the medium-term forecasting, the methodology of which is based on the simulation of the route network. Transport Canada uses the passenger origin-destination model to generate air traffic forecast. In the model such kind of explanatory variables are considered: the level of service, travel time by land transport; the population older than 20 years; gross domestic product; real personal income after tax; linguistic similarity between the areas of the market. The obtained regressions are tested under the adequacy using the criteria of the determination coefficient, F-statistics and t-statistics. Important for the longer-term air traffic forecasting is the definition of scenarios of statistically significant independent variables development. It is noted that for development of a long-term air traffic forecast for Ukraine the interindustry problem of creating a structured and detailed statistical database, as in air transportation and the main factors that affect the airline activities and demand should be solved.

The use of parabolic approximation in semi - analytical method of finale elements for the calculation of the axisymmetric cylindrical shells

In recent years, various schemes of numerical - analytical methods have become widespread. One of such methods is semi-analytical final element method. Well-known schemes of this method use the approximation of coordinate rows, generally Fourier series. Other coordinates are approximated by polynomials. The article is built on the approach of cylindrical shells calculation in the conditions of an axisymmetric bend with semi-analytical finale element method, in which the parabolic approximation is applied to the generatix, and required functions distribution on thickness is searched with the analytical solution of the differential equations corresponding system.

A comparative analysis of the proposed methodology has been made to the previously developed method of linear approximation of required functions. The improvement of approximation order has been found inexpedient. The method of using linear approximation is more suitable.

The paper proposes conceptual model of development of operative plan of crediting of customers of transport services is offered within the limits of credit politics of a transport enterprise.

Purpose of the study - search of ways of increase of efficiency of credit politics of a freight motor transport enterprise, by development of model of operative plan of crediting of customers of transport services.

Method of the study - analytically-summarizing, for the construction of conceptual model of development of operative plan of crediting of customers, expert estimation for forming of scale of determining size of hopeless account receivable.

The considerable increase of level of account receivable of most freight motor transport enterprises resulted in the substantial worsening them the financial state. Such situation requires the search of effective measures in relation to a management an account receivable, within the limits of credit politics of enterprise. The worked out conceptual model of stowage of operative plan of crediting of customers of freight motor transport enterprises first of all will allow to carry out the differentiated going near the consumers of transport services, will provide the timely receipt of monetary resources on the checking accounts of enterprise and will protect the losses of solvency from the negative consequences of risk. The results of the article can be inculcated in financially-economic activity of freight motor transport enterprises.

In this article the task of optimum number informative parameters determination was considered. Covariative analysis of wavelet-transformation was performed for un-stationary vibrosignals from industrial oscillation object - diesel engine of high-powered.

A research object is a vibrosignal from a high pressure fuel pump tube of diesel aggregate.

A purpose of work is a theoretical ground and practical use of multivariable dispersible analysis methods for optimum parametrization of spectral non-stationary vibrosignals wavelet-images in the task of alternative functional diagnostics of high-powered diesel engines.

Research method - dispersible and covariative analysis.

In the article was proven, that informing parameters at the analysis of vibrosignal for the control and diagnostics performing are the criterion. Optimum number for statistics, which describe an industrial oscillation object, may be determined on the minimum probability for diagnostics error basis.

The results of this article can be used for development of control and diagnostics algorithms for complicate industrial aggregates - high-powered diesel engines

Momentless surface coatings, such as the moment free shell (arches), cable-stayed coatings, structural design and other mathematically described by differential equations, which are generally not given to analytical. Therefore, they are solved by numerical methods such as finite difference method on a predetermined plane in a grid.

Visual interpretation of the finite difference method is a static-geometric method, which involves setting the initial data in a discrete form.

The report provides formulas for determining the coordinates of the nodes of the reference circuit consisting of both solid and composite lines of the node number. Formulas to the parameters of the reference circuit, which, in turn, allows you to control the surface shape of the coating.

Among the existent methods of calculation of sizes of indemnifications none can be named the real and effective. Both ferrymen and budget lose from these methods. They do not take into account objective operating of market of transport transportations conditions.

Detailed development of analytical models for the majority of typical systems related to integrating large sets of random factors, which affect the current and final results of the whole complex. With the purpose of practical use of the results of the most typical for the transport systems of random processes are presented in the form of appropriate mathematical models created using methods of the theory of mass service. The paper is the need to improve the infrastructure of the transport systems for business units of agro-industrial complex, considered are the peculiarities of functioning of the production systems subject to imperfections of the material-technical base, financial resource constraints and the impact of a large number of random factors on outcomes. Considering the use of cleaning equipment of a new generation and a significant change in relations between subjects of economic activity the special attention is focused on raising the effectiveness of specialized vehicles and the choice of rolling stock with respect to the technology of transportation.

The results of this paper can be used for infrastructure optimization of transport systems in agro-industrial production.

For today, in the car theory practically there are no accurate methodical approaches as for the description and an assessment of works of the driver on a driving, and for an estimation of efficiency of functioning of system "car-driver-road" as a whole. Identity of work of system "car-driver-road" with automatic control system in which as an automatic regulator the driver acts, and as adjustable object - the car is established. On the basis of the given assumption it is offered to apply methods of the theory of automatic control and management to expansion of knowledge of possibilities and restrictions of the driver and the car, perfection of management methods by car and training to driving.

Results of article can be introduced in curriculums of preparation of drivers, an estimation of their working capacity on difficult, as investigated, movement routes.

By the assessment of accidents on the roads of economic regions ukraine

The questions affecting rapid motorization, which directly affects the ever increasing problem of high accident rate on the roads, especially in the last decade. One important reason for this problem is the inconsistency of the transport infrastructure needs of society and the state in ensuring road safety. Emphasized that the pressing issue is the formation of core transport network without gaps and "bottlenecks", elimination of administrative barriers to movement of goods, the elimination of disparities in the development of the transport system in different regions, and so on. In this regard, the most important task is the scientific evaluation and analysis of accidents on the roads of regions, including economic regions of Ukraine and the development of theoretical approaches to the prediction of accident rate and to develop measures to enhance road safety here. The aim is to study patterns of change accidents on highways economic region of Ukraine to develop methods of predicting the number of deaths in road accidents by changes in the level of car ownership and the choice of practical measures to improve road safety in its territory.

To achieve this goal in the work should be resolved following research tasks:

- to conduct a comprehensive analysis of the main indicators of accident, establish patterns of changes in road network economic region ;

- to investigate the regularities of population and economic region of its motorization in the number of deaths in road network of the area;

- develop a methodology for predicting the territorial status of incidents on a regional road network economic region and to determine the territorial branches of accidents in the area ;

- to assess the social and economic losses from personal injury and damage to vehicles in traffic accident ;

- to determine the cost-effectiveness of implementation of measures to improve road safety ;

- to develop practical recommendations for improving the system of territorial road safety in the economic area of Ukraine.

Modern technologies of road accidents causes research

The future of autotechnical expertise in Ukraine will be associated with the use of automated digital measurement and calculation at all stages of investigation of road accidents causes research. Firstly, it is the use of laser scanning of road accident site, on the basis of which it is possible to make up automatically a chart of the road accident site, specifying all the necessary dimensions. Secondly, it is the use of data logger records of events that allow to record the parameters of vehicle movement during the road accident, which can be used as the basis for obtaining of objective source data necessary for performing of expert calculations.

Work objective - development of modern methods of road accidents causes investigation, using automated systems.

Methods of investigation - laser scanning of the terrain and objects, the result of which is a three-dimensional model. Analysis of records obtained from the DVR, which is installed inside the motor car.

Checking the adequacy of the mathematical model that determines traction-speed characteristics and fuel efficiency of automobiles

The article proposes method of experimental studies traction-speed characteristics and fuel efficiency of the vehicle.

Object of the study - GAZ 31105 "Volga" with a gasoline engine Chrysler 2.4-DOHC.

Purpose of the study - to test the adequacy of the developed mathematical model and the assumptions underlying the calculation of parameters of traction and speed characteristics and fuel efficiency of automobiles with engines of different capacities.

Method of the study - road test.

As a result of experimental research confirmed the adequacy of the mathematical model that determines the traction-speed characteristics and fuel efficiency. It was found that the error in determining the total execution time of a car city driving cycle on the road according to GOST 20306-90 by comparing the results of calculations on a mathematical model was 0.86%, the error of measurement of fuel consumption 4.62 % and the error of time acceleration to 100 km/h is about 7%.

The results can be used to optimize the automobile transmission.

To development of algorithm of steering by the semi-trailer of saddle road train

In article approach to development of algorithm of steering by the semi-trailer of the saddle road train is offered.

Object of probe - a control system of the semi-trailer of the saddle road train.

The work purpose - development of algorithm of steering by the semi-trailer which would provide the minimum deviations of a trajectory of the semi-trailer concerning a tractor trajectory.

Probe method - analytical.

Improvement of maneuverable properties of road trains is reached at the expense of a choice of the corresponding control system by wheels (shafts) of hook-on links.

For ensuring following with a tractor trajectory the transmission ratio of a control system of the semi-trailer has to change ranging from ¥ to 0 C different intensity depending on regime coefficient of turning movement. Creation of such optimum control system for semi-trailers presents certain difficulties because turning movement of wheels of the semi-trailer has to be carried out depending on the forward speed of movement of the road train and angular speed of turning movement of steered wheels of the tractor and its design will be too difficult.

At the same time, pilot studies of maneuverability of road trains showed, what even for systems of a mechanical control which realize double steering communication, it is possible to reach the minimum deviations of a trajectory of the semi-trailer concerning a tractor trajectory. However, use of a double occasion of steering considerably becomes complicated steering of the semi-trailer at road train movement by back run. In this regard possibility of application of a direct drive gear of steering by steered wheels (shafts) of the semi-trailer for providing necessary indicators of maneuverability as is considered at advance, and back run. The algorithm of steering is for this purpose developed by the semi-trailer in which basis dependence between angles of rotation of steered wheels (shaft) of the semi-trailer as a corner of folding of the road train is put at coincidence on a curve of characteristic points of the tractor and the semi-trailer.

Results of article can be introduced in control systems of semi-trailers of long-wheelbase road trains.

Monitoring performance-based road routine maintenance long-term contracts

The article discussed the establishment a monitoring system of long-term contracts at the road’s current minor repair and routine maintenance in terms of their level of service is discussed. Such long-term contracts to be implemented in practice of keeping public roads for the implementation by the State Agency Concept Ukrautodor State target economic development programs of public roads for the years 2013-2018 and the Action Plan for public administration reform motor roads. Transition to long-term contracts for the current minor repairs and maintenance of public roads in terms of their level of service means a paradigm shift content management of highways - the transition from estimates for the volume of work performed to achieve the final assessment service level.

System and process monitoring of long-term contracts is an important component of that allows the practical implementation of state management of roads by ongoing monitoring of compliance performance of roads established criteria of intervention, including the frequency of observations, the intervention level and response time to eliminate damage to road elements. The main components of the monitoring system and gives their brief description. Characterized by the notion of effectiveness of long-term contracts, the acceptable quality, level of service, taking into account the impact on safety, service quality assessment, evaluation of effectiveness long-term contracts. A procedure and implementation monitoring is considered, proposed information-analytical system control state of the roads on the basis of long-term contracts.

Strategic controlling as a tool in improving strategic management

This paper explores current theoretical issues of strategic management and strategic management is proposed to improve on the concept of controlling. This paper proposes the place of controlling system in strategic management.

Subject of research - is the theoretical and methodological foundations of controlling.

The purpose of the study is a theoretical justification for the major problems of strategic management study of the role and place of strategic controlling in strategic management as a tool for improving strategic management.

The need of controlling is caused by imperfections of management system which does not provide a timely response to the threat of the environment. The current theory of strategic management systems respond to changes in the environment, though with a number of advantages, but it has disadvantages: it does not provide sufficient coordination and effective monitoring indicators; it has no effective preventive mechanism for the fast interpretation and analysis of the threats of the environment and it does not develop fast responses to them, does not meet the requirements of the environment and lead to inefficient strategic management due to lack of clear sequence of actions in certain circumstances. These systems are characterized by a lack of mathematical tools which provide reasonable correction strategy implementation process, it often provides inaccurate intuitive assessment of environmental signals, but does not examine the precise quantitative and qualitative impact of a signal which influence on environment. At the same time, all these deficiencies are proposed to remove while the introduction of a system of controlling.

The result of the paper is the theoretical position that controlling is a tool to enhance the effectiveness of strategic management subsystem, and it is implemented in strategic control. Controlling expands and improves the strategic control as management function by ensuring the strategic control mechanism, coordinating subsystem of the implementation of all plans on the basis of evidence-based recommendations for correction strategy.

On the basis of the research results it is advisable to develop a conceptual model of strategic controlling.

The basis of the research reported in the article is development of the model of definition enterprise’ current financial stability state by the main indicators of financial stability. Today there are many researches of such an economic category as the enterprise’ financial stability, but most researchers in their works are paying attention only to the conceptual system, indicators and methods of assessment the enterprise’ financial stability.

The main purpose of the article is to develop a model of definition enterprise’ current financial stability state with a detailed description of all its phases. Possible states of enterprise’ financial stability are absolute, normal, unstable, pre-crisis and crisis states.

The main essence of this model is to apply some logical steps (stages) to determine the state of enterprise’ financial stability.

In the article the concept of financial stability is considered as a complex concept which is influenced by a variety of economic and financial processes, and that is why they should be defined as such a state of financial resources, the efficiency of their placement and using, at which the production development or other activities are ensured on the basis of profit growth and assets while maintaining the solvency and creditworthiness and achieving independence of external funding sources.

The basis of the model of definition enterprise’ current financial stability state are such factors as net working capital, reserves and costs and the normal sources of funding reserves, as they are used during the assessment of financial stability.

This model can serve as a basis for a computer program to determine the current state of enterprise’ financial stability.

Analysis of placing stations on highways category

The article considered the research on the placement of gas stations along highways category and analyze the results.

Object of study - the gas station on the roads of general importance.

Methodof the study -experimental.

Filling Station is a major enterprise service vehicles on the road. Their placement along the road depends on many factors such as traffic, crossing highways, settlements of the next and so on. The number and frequency of placement stations along the highway is governed by regulations, but as it turned out a little research they correspond to the real situation on the roads of Ukraine. That is why, this research is very important for the development of the transport sector of our country. It considered the following sections of roads: M-01 Kyiv - Chernihiv from km 20 to km 30 (detour of Brovary) and M-03 Kyiv - Kharkiv - Dovzhansky from km 20 to km 160. It turned out that due to the uneven distribution of stations along the road much of the power station is idle, it reduces the economic benefits and increased environmental hazard in areas of frequent placement.

The analysis was provided recommendations on the location of gas stations on highways category under various conditions. It was also proposed layout of the gas station on the road section of M-03.

The results of the article can be used for teaching of drivers, at the in-plant training of driver for work on difficult routes, at forming of the scientific grounded rates of complicated risk labour of driver, at forming of the conceptual oriented methodology of transport operator exploitation of car with the use of the informative checking systems of car.

In article the management problematics by material resources (automobile components) on the basis of application of threshold strategy of type is considered: (s, V).

Object of research - a control system of stocks.

The work purpose - a general characteristic of threshold strategy of storekeeping of type (s, V).

Research method - the analysis of parametres of a control system of stocks.

It is established that management efficiency stocks is characterised by avoidance of cases of overstocking of warehouses or deficiency in material resources.

The expediency of practical use for the autoservice enterprises of threshold strategy of storekeeping of type (s, V) is proved. The groups of expenses connected with creation and deduction of stocks which include expenses on are certain: storage of material resources, the organisation of purchases and purchase value.

The methodology of calculations of key parametres of strategy of storekeeping of type (s, V) is resulted. It is found out that system of calculations of optimum parametres of the given strategy make: size of a limiting stock and optimum volume of purchase.

Results of article can be used for working out and introduction of control systems by stocks of material resources by any subjects of economic activities.

Evolution of use and benefits performance based long-term contracts in the road sector

In the article the problem of introducing the issue of long-term contracts based on the final performance in the road sector in Ukraine.

Objective - аnalysis of foreign experience and determination of the major advantages of the use of long-term contracts based on the final performance in the road sector in Ukraine.

Research methods - statistical, analytical, expert assessments.

The foreign experience long-term contracts that are based on the final performance in the road sector. The main advantages of such contracts compared to traditional. It was established that the economic effect of the use of contracts PBC by road agencies of different countries is 10-50%. In the evaluation of already implemented this type of contract, it was determined that the level of road maintenance for them was kept above / a certain level. As for the cost of maintenance, the observed relative decrease relative to the cost of traditional contracts.

A use long-term contracts, based on the final performance in the road sector in Ukraine after solving a number of fundamental issues of adaptation, and the abbreviation entered these contracts DKKP.

The prospects for further research contracts DKKP.

The results of the article can be used as a theoretical basis for the implementation of contracts DKKP in the road sector of Ukraine.

The article highlights the results of indicators and indices of different global companies that are ranking relative attractiveness of the investment climate and the overall situation.

Objective - assessment and minimization of investment risk, as a condition for improving the investment climate and attract foreign investment for transportation companies.

Research method - the method of global analysis.

For today, foreign investment is an important factor in the successful development of transport companies in Ukraine. Transport sector needs to improve the efficiency of operation, due to the high global competition. To overcome these problems, the development and the world market requires significant investment attachment. The complication is that investment demand is greater than supply. Embedding foreign investors associated with multiple risks (inadequate legal framework, political tensions, economic instability) that influence their decisions. It makes use of effective measures for their assessment and minimization. In modern conditions important to the issue of early detection and improved methods of assessment.

The results of the article show that improving the performance indicators that assess the current state of Ukraine's investment climate, reduce the risk of the country and have a positive impact on foreign investment in transport enterprises of the country.

The forecast assumptions about the development of a research - search, improving the processes of evaluating investment risks transport companies and bringing them to a minimum, as a condition for improving the investment climate.

Evaluation of the degree of strategy implementation of car service centers in conditions of controlling

The paper develops the methodical approach for evaluating of the degree of strategy implementation of car service centers in conditions of controlling.

Object of study - the process of strategy implementing in car service centers.

Purpose - to develop the methodical approach for evaluating of the degree of strategy implementation of car service centers in conditions of controlling.

Methods of research - methods of peer review, deterministic factor analysis.

It was proposed to use the integral indicator which takes into account the total impact of indicators of all aspects of the balanced scorecard ("Finance", "Market and clients", "Internal Business Processes", "Learning and Innovation") for determination of the degree of strategy implementation of enterprise. As a result of statistical processing of expert estimates were obtained multifactor linear relationships for calculation of integral indicators in the context of each aspect of the balanced scorecard of car service centers. Established that the greatest impact on the value of car service centers have the following parameters: assets turnover ratio and autonomy ratio ("Finance" aspect), the share of regular clients and market share ("Market and clients" aspect), the loading degree of posts and personnel and coefficient of suitability of fixed assets ("Internal Business Processes" aspect), efficiency ratio and productivity ratio ("Learning and Innovation" aspect). For average level of the degree of impact on the change of integrated indicator of strategy implementation the aspects of the balanced scorecard are arranged in the following order: financial (50%), market (26,7%), process (12,1%) and innovation (11,2%).

The suggested approach can be used for monitoring the quality of management of all aspects of financial and business activity of enterprises.

Purpose - description of the main methods of project management and comparative characterization methods PERT and CPM, the differences between them.

The method of research - project management, statistical analysis, forecasting, statistical methods.

The concept of network graph refers to a set of graphical techniques used in the course of project planning and control him. For any type of project are key factors time, cost and availability of resources. Network techniques have been developed for planning and tracking all of these factors as separately and in different combinations. The most well-known methods of constructing network graph is PERT (Program Evaluation Review Technique And - a method of evaluating and viewing programs) and CPM ( Critical Path Method - Critical Path Method ). Both were developed in the 50 's. PERT method was established in 1958 under the auspices of the Office of the Special Project Air Force (US Navy Special Projects Office ) as a tool for scheduling and monitoring the progress of work in the development of Polaris missiles. CPM - a " child" of scientists Dzh.E. Kelly ( J.E. Kelly, the company Remington -Rand) and MR Walker (M. R. Walker, the company Du Pont), it refers to the creation of 1957. This method was originally used as an auxiliary tool used in the preparation of schedules for maintenance on chemical plants.

The skeptical attitude towards the use of network techniques in project management is often based on their value. However, it should be noted that the value of the use of PERT and CPM techniques rarely exceed 25 % of the total project cost. If this analysis is added to a compilation of various reports and project work structure, it becomes a bit more expensive, but in this case is no more than 5 % of the total project cost. However, these additional costs are normally fully offset by savings, which is achieved through the compilation of more accurate and flexible schedule and shorten the project.

The results of the article can be used in further research.

Whirling of drill string bits

In the paper, the problem of torsional autovibrations of drill string bit preloaded by longitudinal force is considered. The drill string is rotating under the action of the cutting force moment applied to the bit.

The analysis object is connected with the drill string bit in the process of its rolling on the bore-hole surface.

The analysis target consists in investigation of the drill string bit whirling which appear under conditions of the bit contact interaction with the bore-hole wall.

The analysis methods are the algorithms of numerical integration of non-linear equations.

Amidst the basic problems connected with extraction of found oil and gas resources, the questions of extraordinary situations appearing due to critical states of quasi-static equilibrium and vibrations of the bottom hole assembly play the important role. The phenomenon of the whirling vibration excitation is one of them. In the report, the mathematic model of the whirling vibrations is constructed, the vibration analysis is performed.

The justification model of repair strategies in the highway operation projects

This paper proposed an approach to the improvement condition of the road network.

Object of study - operational condition of highways.

Purpose of the study - to determine the influence of random factors on the road’s condition and reasoning repair’s strategies in highway’s operating projects.

Method of the study - simulation-optimization model of intervention level’s reasoning on minimum traffic cost, taking into account the influence of random factors.

The main reason for the poor condition of roads is a systematic lack of funding to repairs and maintenance. To overcome the problem of low transportation operational condition of the road’s network in Ukraine aimed Concept of State purpose economic program of road’s development in 2013-2018 years.

According to foreign data costs for design, construction and maintenance of roads constitute 8%, 37% and 55 % of the total life cycle of the road.

Road service establishes the intervention criteria for various injuries or indicators of items roads (frequency of inspection, intervention levels and response times) in management of road’s condition. The article presents the models in which there are maximum allowable values of intervention levels: minimum allowable factor of safety, the maximum allowed rate of coverage equality, the minimum allowable friction coefficient.

In the proposed model the optimization procedure consist in randomly selection certain type of current average repair of the finite set with serial bust of intervention level - the maximum allowed rate of equality. On the proposal’s basis developed a computer program that runs in two modes: deterministic and probabilistic. With this program may investigate the influence of random factors on the coverage and the optimal strategy to justify maintenance.

The article revealed the foundations of public- legal regulation of consumer protection in the provision of insurance.

Object of research supports the analysis of the conceptual problems of consumer protection in the provision of transport services.

The object of study is the basic form and content areas konsyumerskoho state-legal regulation of insurance services in the road transport..

The purpose of the study is to highlight the priorities and principles of consumer protection in the provision of insurance services in the road transport sector.

The relevance of this paper is determined by the need to analyze the specific protection of consumer rights in the provision of insurance.

The extent of the problem. Since the late 1990s, the problem of protecting consumers actively being developed in Ukraine, producing all the new aspects of research. Including the contribution by note in the formation and development of the methodology of consumerism in domestic scientific literature that has found its reflection in more than 30 publications.

Scientific novelty of the study is a synthesis of conceptual problems in the protection of consumers in the provision of insurance, as well as analysis of legislation and organizational- legal regulation of relations in this area.

The formation of integrated structures in transport and logistics systems

This paper addresses the problem of creating and developing integrated structures in the transport and logistics systems, analyzes the advantages of the integration process and formed the preconditions for the development of mechanisms for the development and integrated structures.

Object of study - integrated structures transport and logistics systems.

Objective is to build the theoretical foundations of the creation and development of integrated structures in the transport and logistics systems.

The formation of integrated structures should help reduce the cost of their members, increase competitiveness, accumulation of the necessary financial resources for the replacement of fixed assets, maintenance and repair; investment, the introduction of modern technology and innovation.

The problem of forming integrated structures in the Ukrainian market of transport and logistics services, organizational development and consolidation of motor carriers in these structures and their close interaction with terminal and storage structures, auto service companies, input suppliers, manufacturers, rolling stock, educational and science is quite relevant that determined not only by government policy, but also real economic conditions and the need to improve the efficiency of motor output.

The analysis allows us to pass to the formation of effective mechanisms for the formation of integrated structures in transport and logistics System Works.
